The Report was <br /> submitted in response to the 1 August 2008 Regional Board Executive Officer's order <br /> (Order) issued pursuant to California Water Code section 13267. The Report provides the <br /> results of one round of groundwater sampling and analyses for four of the monitoring wells <br /> (MW-1 through MW-4). Only the sample for MW-3, well located in the former waste oil <br /> tank pit, reported total petroleum hydrocarbons (TPH) as gasoline, 460 micrograms per <br /> Liter (ug/L) and TPH as motor oil, 520 ug/L; benzene, 8.2 ug/L; toluene, 2.4 ug/L; <br /> ethylbenzene, 5.8 ug/L; xylenes, 14 ug/L; methyl tert-butyl ether (MTBE), 0.6 ug/L; and <br /> 1,2-dichloroethane, 1.6 ug/L. The Report concludes that the lateral extent of the <br /> groundwater pollution is defined, the groundwater plume is stable, and the vertical extent <br /> of the soil contamination is defined. The Report states that the site should be considered <br /> for a low risk closure. <br /> Thank you for submitting the Report, which provides an important step towards <br /> compliance with the Order by providing one quarter of groundwater monitoring. However, <br /> the Report did not address one key issue required by the Order, namely the past and <br /> current property ownership, UST owner/operator history, and any records/evidence <br /> regarding the time and origins of the hydrocarbon release(s). Other issues not addressed <br /> in the Report recommendation for closure include a technical narrative addressing the <br /> potential threat from soil vapor intrusion to occupants of the building, and a technical <br /> rationale why the vertical extent of groundwater pollution is adequately defined at this <br /> time, in light of the 31 March 2008 approved Workplan to conduct these investigations. <br /> Please provide the missing Order information and the above requested closure narrative <br /> and rationale in the next monthly report, which is due 10 October 2008 per the Order. -If <br /> the Order requirements are fulfilled within the above deadline and staff concurs to the <br /> narrative and rationale for closure, then all additional work (monthly reports and quarterly <br /> monitoring) required by the Order will be temporarily suspended pending the Regional <br /> Board Underground Storage Tanks (USTs) Program Manager review of the staff memo <br /> recommendation for closure. Note that a Regional Board USTs closure is contingent <br /> upon the USTs Program Manager approval of the staff recommendation, and that the <br /> Order requirements may be reinstated if that approval is not granted. <br /> California Environmental Protection Agency <br /> Ca Recycled Paper <br />
