r
t1 Mr. James Barton
No petroleum hydrocarbons or gasoline additives were detected in groundwater samples collected
from any site well, except well MW3. Well MW3 contained TPHmo at a concentration of 520
micrograms per liter(µg/L), TPHg at 460 µg/L, benzene at 8.2 µg/L, toluene at 2.4 µg/L, ethylbenzene
at 5.8 gg/L, xylenes at 14 µg/L, MTBE at 0.6 pg/L and 1,2-DCA at 1.6 µg/L. Results were reported
to RWQCB in the Third Quarter 2008 Groundwater Sampling Report dated 9/3/08.
COMMUNICATIONS WITH STATE BOARD REGARDING APPEAL
In response to the Revised Final Division Decision received from the SWRCB on July 24, 2008, a second
appeal was filed on behalf of Gene Gabbard, Inc. on August 21, 2008.
PROPERTY OWNERSHIP HISTORY
The property was conveyed to the current owners, Jim and Sheyla Creel, on June 15, 1998 by the Gene
Gabbard and Dorothy Gabbard Revocable Family Trust dated December 18, 1990. We are in the process of
researching prior ownership.
UST OWNER/OPERATOR HISTORY
The tank owner and operator of record during the period 1986 (first permitted) through 1997 (removed)was
Gene Gabbard, Inc.
TIME AND ORIGIN OF HYDROCARBON RELEASE
Available records indicate that the 250-gallon waste oil tank was first permitted at the request of the County in
1986. These records state that the date of tank installation was unknown and that there were no known releases
or leaks. The tank passed precision testing in 1986 and 1988. The tank was properly permitted and passed
inspections up until the time of removal.
The UST was removed on March 26, 1997, due to pending 1998 upgrade requirements. The County
inspector's report described the tank as being in poor condition, no holes noted. Soil discoloration and odor
were noted by the inspector. Samples collected during UST removal were found to contain detectable levels of
contaminants and an unauthorized release report was filed. The discovery of the release was March 26, 1997.
Please feel free to contact Ground Zero at(209)838-9888 if you have any questions regarding this submittal.
Respectfully,
Ground Zero Analysis, c.
Gregory P.
