BOX 5127
STOCKTON , CA 95205 - 0127
RE : APACHE PLASTICS SITE CODE : 2313
2050 E . FREMONT
I met with Victor Cherven of Upgradient Environmental Consultants at your site
Wednesday , July 13 , 1994 to observe the vapor extraction system . However , the
system was not operating as it had shut down sometime during the early morning
hours .
The following were some observations I made during the brief inspection :
1 . Condensation is building up in the exhaust hose . Water was seen
dripping from the hose . There is no water trap to prevent the
condensate from fouling the operating mechanism . Perhaps this may
be the cause of the system failure .
2 . The recent installation of the second catalytic converter does not
have an adequate sampling port . Please install one so that the
venting pip=g is not left open .
3 . You have made discovery that the previous consultant ' s labeling of
the deep and shallow wells were incorrect . Please remove all
I
ncorrect notations so as not to confuse those providing
maintenance and/or observing the operation .
As I mentioned to Dan Crownover , I will be on vacation July 18 - 29 , 1994 . I
will be interested in how the system has progressed .
If you have any questions before my return , please direct them to Margaret
Lagorio at ( 209 ) 468 - 3449 .
D nna Heran , REHS , Director
E vironmental' Health Division
Diane M .
