STATE OF CALIFORNIA • GEORGE DEUKMEJIAN, Governor
CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD—
CENTRAL VALLEY REGION -.
3443 ROUTIER ROAD
SACRAMENTO, CA 95827-3G98
v
Ms . Diane Hinson f 7 March 1990
Supervising REHS
San Joaquin County
Public Health Services f
Environmental Health Division
P . O . Box 2009
Stockton CA 95201
APACHE PLASTIC , INC . , 2050 EAST FREEMONT STREET , STOCKTON - GROUND WATER
POLLUTION
We have reviewed the November 1989 Subsurface Investigation report
prepared for this site by Western Geologic Resources , Inc . ( WGR ) . The
investigation included installation and sampling of four ground water
monitoring wells on - site .
Petroleum hydrocarbons were detected in ground water near a former
underground storage tank on- site . Benzene was reported at concentrations
as high as 32 , 000 parts per billion . High levels of ethylene dichloride
( 1 , 2 , - DCA ) and ethylene dibromide ( EDB ) were also detected in ground water
samples . Further investigation will be necessary to determine the extent
of the impacts to water quality .
According to WGR ' s 5 February 1990 letter to San Joaquin County , WGR is
currently reevaluating plans for future work , and will attempt to find
locations for additional monitoring wells . Based on the reported
direction of ground water flow beneath the site , the existing underground
storage tanks on the adjacent property should not interfere with
investigation of discharges at the Apache Plastic , Inc . , site .
A large building occupies the area of the site lying downgradient from the
former underground storage tank . The dimensions of this building are such
that if wells were installed on the opposite side of the building only ,
they would be too far from the source of the discharge to provide adequate
information about the contaminant plume . Therefore , to adequately define
the extent of impacts to ground water it may be necessary to install
monitoring wells inside the building .
We are also concerned about the high levels of 1 , 2 -DCA and EDB in ground
water beneath this site . We recommend that the next set of ground water
samples include anlysis for other volatile organic chemicals by EPA method
601 /8010 or 624/8240 .
If you have any questions , please call me at ( 916 ) 361 - 5731 .
THOMAS D .
