Emcon - <br /> 1433 North Market Boulevard•Sacramento CA 95834-1943•(916)928-3300-Fax'(116)928-3341 <br /> P1; 17 <br /> January 27, 1999 <br /> Project 22611-100 002 <br /> Mr Ronald Rowe <br /> San Joaquin County Public Health Services <br /> Environmental Health Division <br /> 304 E Weber Avenue, Third Floor <br /> P O Box 388 <br /> Stockton, CA 95201-0388 <br /> Re Work Plan for Site Assessment for the Apache Plastics Facility Located at 2050 East <br /> Fremont Street, Stockton, CA <br /> Dear Mr Rowe <br /> On behalf of Apache Plastics, EMCON has prepared this work plan to drill two soil <br /> iborings for providing vertical delineation of soil and groundwater impacts at the Apache <br /> Plastics Facility located at 2050 East Fremont Street in Stockton, California (see Figure 1) <br /> EMCON submitted a Case Closure Report (July 17, 1997) that included estimates of <br /> remaining petroleum hydrocarbon mass in soil and groundwater and recommended case <br /> closure under the low risk criteria After reviewing the report the San Joaquin County <br /> Department of Public Health Services Environmental Health Division (PHS/EHD) <br /> requested additional delineation of soil and groundwater impacts The scope of work <br /> presented below was developed and agreed to during a September 1998 meeting attended <br /> by Lawrence Beasley of Apache Plastics, Ron Rowe of the PHS/EHD, and Mark List of <br /> the Regional Water Quality Control Board - Central Valley Region <br /> SCOPE OF WORK <br /> Prior to implementing field activities, EMCON will obtain drilling permits from the <br /> PHS/EHD and conduct utility clearance The scope of work consists of two soil borings <br /> with continuous soil sampling from depths of 60 feet to 100 feet bgs to evaluate the + <br /> f vertical extent of soil impacts HydroPunch groundwater samples will be collected at <br /> I changes in lithology to evaluate the vertical extent of groundwater impacts At the <br /> completion of the field work and once analytical results are received, EMCON will prepare <br /> a report of the findings and request case closure if warranted, based upon the assessment <br /> results A summary of activities to be conducted under each task is presented below <br /> CP lE 1APACHE\REPORTSIAPACP101 DOC 93115g i Emcon <br />
