If the primary Emergency Coordinator is not available, then the alternate <br /> primary or alternate shall be contacted in the order listed above. <br /> 4.2 REPORTABLE QUANTITIES OF OIL <br /> Federal and state definitions of reportable quantities of petroleum hydrocarbons or oil are <br /> as follows: <br /> • Under federal law (Section 311(b)(5) of the Water Pollution Control Act) and <br /> regulations (40 CFR §110.3), EPA requires persons in charge of vessels or <br /> facilities that discharge oil in quantities that may be harmful to public health or <br /> welfare, or to the environment, to report the spill to the federal government. EPA <br /> has determined that discharges of oil in quantities that may be harmful include <br /> those that "violate applicable water quality standards or cause a film or sheen <br /> upon or discoloration of the surface of the water or adjoining shorelines, or cause <br /> sludge or emulsion to be deposited beneath the surface of the water or upon <br /> adjoining shorelines."
