March 10, 2016 Inspection Date for Port of Stockton 2201 W Washington St. <br />Statement documenting corrective actions: <br />Violation #301— Failed to amend the plan as necessary <br />The inventory for the generators has been updated with a current list of generators included in the SPCC <br />In the updated SPCC, the fuel tank at building 719 has been removed from the document <br />The SPCC has been updated to reflect the current devices and activities at the Port of Stockton. The <br />document was updated on March 20, 2017 <br />Violation #302 — Failed to review plan once every five years and/or implement any resulting amendments <br />- The SPCC was reviewed, amended and certified on March 20, 2017 by professional engineer from Condor <br />Earth. <br />- The next scheduled review of the SPCC will be conducted on or before March 20, 2022 or as necessary if <br />any technical amendments to the document need recorded. <br />Violation #601— Plan That Does not follow the sequence specified in this section lacks a cross-referencing <br />cartinn <br />- An amendment to the SPCC dated March 20, 2017 includes a cross-referencing section that is in <br />accordance with 40 CFR Part 112. All cross-referenced subjects are verified and accurate. <br />Violation #603 — No facility diagram or didn't show location and contents of containers, transfer stations, and <br />pipes <br />The amended SPCC dated March 20, 2017 includes updated facility diagrams that show location and content of <br />each fixed storage container and location. Also included are the location of all mobile or portable containers. <br />Violation #605 — Plan failed to address facility layout, operations discharge prevention methods and containers <br />- All oil drums and motor oil tanks that were omitted from the previous plan have been incorporated into <br />the new plan dated March 20, 2017. <br />- A comprehensive contact list has been included in the SPCC plan dated March 20, 2017 <br />- All recovered materials that were omitted from the previous plan have been incorporated into the new <br />plan dated March 20, 2017 <br />- The SPCC dated March 20, 2017 has incorporated the following information into the new plan <br />o Type of oil in each container / storage capacity <br />o All discharge prevention measures <br />o All control measures in the event of a discharge <br />o Discharge discovery, response and cleanup countermeasures <br />o Disposal requirements for recovered materials <br />o All pertinent contact information for notification of spill, cleanup contractors, facility response <br />coordinator and all Federal, State and Local agencies have been included in the revised SPCC <br />dated March 20, 2017 <br />Violation #618 — Failed to conduct inspections or maintain records for 3 years <br />Inspections and test results are currently being kept on file in the appropriate folder. All results are being <br />maintained on site and were sent to the EHS Representative for the County of San Joaquin on March 10, 2016. <br />
