According to the monthly tank gauge inspection form, the <br />tank gauge was inspected from June 2011 through June 2012, and has not been tested since. Procedures and <br />frequency of testing for these devices were not addressed in the Spill Prevention, Control, and Countermeasure <br />(SPCC) plan. Liquid level sensing devices must be installed in accordance with CFR 112.8 and shall be regularly <br />tested to ensure proper operation. Immediately conduct all necessary testing of liquid level sensing devices, or <br />provide equivalence as allowed by CFR 112.7(a)(2). <br />This is a repeat violation, Class 11. <br />720 <br />CFR 112.8(c)(11) Failed to provide sufficient secondary containment capacity for mobile or portable containers. <br />The petroleum drums both in the shop and outside in the hazardous waste storage were observed with insufficient <br />secondary containment. According to the SPCC Plan, all 55 gallon drum are located on spill pallets for secondary <br />containment. Portable oil storage containers must be positioned or located to prevent a discharge and shall be <br />furnished with a secondary means of containment sufficient to contain the capacity of the largest single container with <br />sufficient freeboard to contain precipitation. Immediately provide sufficient secondary containment for this and all other <br />portable containers at this facility, or provide equivalence as allowed by CFR 112.7(a)(2). <br />This is a repeat violation, Class ll. <br />Overall Inspection Comments: <br />A checklist was left on site at the time of inspectiorl,_,_The inspection report was completed on April 17, 2015. <br />Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br />documenting the corrective actions that have been or will be taken for each violation, and any supporting <br />paperwork, within 30 days of receiving this report. <br />Please be aware as of January 1, 2013, all businesses are required to submit all new (or any changes to existing) <br />Aboveground Petroleum Storage Act (APSA) information online to the California Environmental Reporting System <br />(CERS) at http://cers.calepa.ca.gov in addition to any other relevant activities and required fields.
