Weber Street, Third Floor <br />Stockton, CA 95202 <br />RECEIVED <br />MAY 17 2000 <br />ENVIRONMENTAL HEALTH <br />PERMIT / SERVICES <br />Subject: Wort: Plan for Installation of Interim Remedial Groundwater and Vapor Extraction <br />Systems at Former Chevron Station #95775,301 West Kettleman Lane, Lodi, CA. <br />Mr. Knoll: <br />On behalf of Chevron Products Company, Gettler-Ryan Inc. (GR) proposes installation of groundwater and <br />soil vapor extraction system to abate hydrocarbon impact beneath the subject site. Installation of this system <br />was discussed in the April 11, 2000, meeting between Chevron, the Regional Water Quality Control Board <br />(RWQCB), the property owner, and your office. The RWQCB's Cleanup and Abatement Order (CAO) #5- <br />00-704 (dated April 20, 2000) mandates that the groundwater extraction system be installed and operating <br />by July 3, 2000. The purpose of this Work Plan is to inform you of the proposed system and solicit your <br />comments prior to initiating construction. <br />The groundwater extraction system consists of a surge tank and three 2,000 -pound activated carbon vessels <br />plumbed in series. Groundwater will be extracted from well EX -1, and treated effluent will be discharged <br />to the City of Lodi Industrial Waste Line. Based on interim weekly pumping from well EX -1 performed to <br />date, we anticipate that the initial discharge rate will not exceed 1 gallon per minute (gpm). The system has <br />been designed to treat additional capacity if necessary. The soil vapor extraction system will consist of a <br />catalytic oxidizer. Soil vapors will be extracted using wells VE -1 through VE -4. Treated vapor stream <br />effluent will be discharged to the atmosphere. A copy of the interim remedial system plans (not yet approved <br />by the City of Lodi) are attached. <br />Applications have been submitted to the City of Lodi for the required building, encroachment, industrial <br />sewer, and electrical hookup permits, to the San Joaquin Valley Unified Air Pollution Control District <br />(SJVUAPCD) for the required Authority to Construct and Permit to Operate, and to CalTrans for the required <br />encroachment permit needed to hook into the Industrial Waste Line. GR will coordinate installation of the <br />treatment system and associated underground piping with the property developer (PrimeShine). <br />These soil and groundwater extraction systems are being installed to satisfy the requirements of the CAO. <br />Additional conduits will be installed to facilitate future additional extraction efforts, if necessary.
