Proposed Remedial Implementation Schedule - Former Chevron Station #9-5775, Lodi, CA
March 31, 2000
plans to obtain a CalTrans encroachment permit to bring a water line onto the property from Kettleman
Lane, and has indicated that it would be best if the treatment system discharge and water lines were
installed at the same time.
• Soil vapor extraction pilot testing will begin on April 5, 2000. A portable vapor extraction system will
be used to extract soil vapors from the site on a weekly basis for up to 5 weeks. San Joaquin Valley
Unified Air Pollution Control District rules allow up to 5 calendar days of pilot testing without a final
discharge permit. Vapor extraction pilot testing is tentatively scheduled for April 5, 12, 19, 26, and May
3, 2000. Application for the final discharge permit will be made during the pilot testing period.
A search of Department of Water Resources (DWR) for wells within a %i mile of the site was conducted
on March 15, 1999 (GR report #346408.04-2, Monitoring Well Installation Report, dated June 2, 1999).
A door-to-door survey of properties within 500 feet of the site will be conducted to identify
undocumented wells in the vicinity. The well survey will be performed by June 1, 2000.
It will not be possible to meet the RWQCB's April 24, 2000, deadline for installation and continuous
operation of an interim groundwater pump and treat system. However, GR has already developed a
conceptual plan to install both soil vapor and groundwater extraction and treatment systems at this site.
Chevron and GR have met with Prime Shine to coordinate construction schedules and placement of the
treatment equipment, and Chevron has subleased space for the treatment compound. GR is currently working
with Westates Carbon to finalize the design of the groundwater treatment system. Plans for the construction
of the treatment system and compound have not been submitted to the City of Lodi for review and approval,
and we do not have a permit for discharge of the treated effluent. Based on these factors, we anticipate this
system will be operational by September 1, 2000.
If you have questions, please call us at 916.631.1300 if you have questions.
Sincerely,
Gettler-Ryan Inc.
Stephen J. Carter, R.G.
Senior Geologist
cc: Mr. Bob Cochran, Chevron Products Company, P.O. Box 6004, San Ramon, CA 94583
Mr. Marty Hartzell, Regional Water Quality Control Board, 3443 Routier Road, Suite A,
Sacramento, CA 95827-3003
Ivern and Roger Baffoni, 1175 Orangewood Drive, Lodi, CA 95240
346408.07
