The site was evaluated for <br /> compliance with applicable sections of the PRC and Title 14, California Code of Regulations (CCR). <br /> During that inspection it was documented that the facility lacked a Tire Program Identification (TPID) <br /> number and was unable to provide copies of Waste Tire Hauler manifests. An extension was granted <br /> until April 21, 2004 to obtain a TPID and find the manifests. <br /> A re-inspection was conducted on April 30, 2004. The facility obtained a TPID number from the <br /> California Integrated Waste Management Board (CIWMB) and produced a Waste Tire Hauler manifest <br /> dated February 9, 2004. The facility could not produce manifests dated after February 9, 2004. <br /> A re-inspection was conducted on May 19, 2004. Julio Chavez, the facility representative, stated that <br /> waste tires were being self-hauled to Waste Recovery West in Livermore, CA. PRC section 42951 <br /> requires that every person who engages in the transportation of waste or used tires shall hold a valid <br /> waste and used tire hauler registration. An exit vision was granted until June 19, 2004 to register the <br /> waste tire hauling vehicles with CIWMB. <br /> A re-inspection was conducted on June 21, 2004. Waste Tire Hauler manifests were present onsite, <br /> which documented self-hauling of waste tires to Waste Recovery West. The most recent manifest date <br /> was May 4, 2004. The facility was in violation of Title 14 CCR 18462, which requires Waste Tire <br /> Generators to use Registered Waste Tire Haulers to remove waste tires and retain copies of Waste <br /> Tire Hauler manifests. <br /> Pagel of 2 <br />
