You are directed to implement the Waste Tire Manifest system by having waste tires removed by a
Registered Waste Tire Hauler and keep the Waste Tire Hauler manifest copies onsite at the facility.
You are also directed to register your Waste Tire hauling vehicles with CIWMB or discontinue
transportation of waste and/or used tires.
Waste and used tires can be transported to and from the Gutierrez Tire shop without using a
Registered Waste Tire Hauler only if less than 10 tires are moved at a time. Each of these loads with
less than 10 tires must be documented in a logbook, which includes date, time, number of tires
transported, load origination and load destination. Keep this logbook at the tire shop available for
inspection by the Environmental Health Dept.
A re-inspection will be conducted to verify compliance on August 1, 2004. Failure to correct the
violations detailed above may result in further enforcement actions, which include the issuing of
Enforcement Orders and/or Administrative Penalties of up to $25,000 per violation (PRC 42962(a)). If
you have any question regarding this matter, you can contact me at (209) 468-2986.
Sincerely,
,01arrett Backus, EHS
San Joaquin County Environmental Health Department
Cc: David Volden, California Integrated Waste Management Board, MS 22a
Certified Letter# I/C64 2JO 006 9,%'.3,2 jQ1,a
Page 2 of 2
