Inspection Report 12/03/2015 <br /> Wilson Way Tire Company, Inc. <br /> TPID 1000837 <br /> Inspection Report IW-1031840 <br /> CY, 105.55 CY X 4.2 tires/CY=443.31 tires X.80 (20% reduction)=354.44 tires+56 individually counted <br /> tires =410 tires total.While inspecting this area it was observed that inner tubes and foam tire filler <br /> were located less than 40 feet from waste tires and is in violation of CCR 14, 17351(e)(2). It was also <br /> observed that waste tires were stored within 10 feet of lot lines and stacked greater than 6 feet in <br /> height within 20 feet of perimeter fence, and is an area of concern for 14 CCR,Section 17354(d). No <br /> other violations or area of concerns were observed in this area. <br /> In Area B, located in middle of facility,the total waste tire count is 1,901 waste tires. 844 waste tires <br /> were individually counted and remaining waste tire count was estimated by volumetric calculation of <br /> barrel stack truck tires, using 4.2 truck tires per cubic yard, and volumetric calculation of a completely <br /> full 45'truck trailer, located along western fence of Area B.Tires in trailer were laced and estimated to <br /> be 50 percent passenger, 50 percent truck tires (all passenger tires were observed when we opened <br /> trailer door), using 14 passenger tires/CY and 4.1 truck tires/CY, respectively. <br /> Dimension of barrel stacked pile was 27'X 8'X 7'=56 CY X 4.2 tires/CY= 235 tires X.80(20% reduction) <br /> = 188.16 tires. Dimension of trailer was 45'X 9'X 8'= 120 CY(60 CY of passenger tires,and 60 CY of <br /> truck tires)= 60 CY X 14 passenger tires+CY, 60 CY X 4.1 truck tires= 840 passenger tires+246 truck <br /> tires, respectively= 1,086 tires in trailer X .80(20% reduction) =868.8 tires. So the total of 844 <br /> individually counted tires+ 188.16 tires from pile+868.8 tires from trailer is= 11901 tires. <br /> While inspecting this area, it was observed that inner tubes were located less than 40-feet from waste <br /> tires, and is in violation of CCR 14, 17351(e)(2). It was also observed that waste tires were stored within <br /> 10 feet of lot lines and stacked greater than 6 feet in height within 20 feet of perimeter fence.This is an <br /> area of concern for 14 CCR,Section 17354(d). Inspection also observed waste tires stored within 40-feet <br /> of flammable vegetation and is in violation of 14 CCR,Section 17354(f). <br /> Other observations made in Area B, is that a used oil tank was located less than 40-feet from waste tires, <br /> and is in violation of CCR 14, 17351(e)(2),storage of flammable material in close proximity of waste <br /> tires. It was also observed that a forklift, used to handle waste tires,did not contain a fire extinguisher, <br /> and is in violation of CCR 14,Section 17351(c)(4), one portable fire extinguisher with a minimum rating <br /> of A:40-B:C shall be carried on each piece of fuel-powered equipment used to handle waste tires. <br /> Located near truck trailer,waste tires with rims attached were also observed co-mingled with other <br /> waste tires, and is in violation of 14 CCR, Section 17354(i), stating that tires must be removed from rims <br /> immediately upon arrival.Tires temporarily attached to rims awaiting removal shall be separate from <br /> other waste tires. No other violations or area of concerns were observed in this area. <br /> In Area C tire, located in the western portion of facility,the total waste tire count is 333 tires.All waste <br /> tires were individually counted. During the tire count,a barrel stack of OTR tires was observed in excess <br /> of 10 feet, and is in violation of 14 CCR,Section 17354(c),waste tire piles not in excess of 10 feet in <br /> height. It was also observed that waste tires were stored within 10 feet of lot lines and stacked greater <br /> than 6 feet in height within 20 feet of perimeter fence and is an area of concern for 14 CCR,Section <br /> 17354(d). During the inspection of this area,we observed waste tires stored within 40-feet of <br /> flammable vegetation and is in violation of 14 CCR, Section 17354(f). <br /> Also in Area C,stagnant water was observed in numerous barrel stacked waste tires and waste tires <br /> stored on tread and is potentially breeding ground for mosquitos.Water was determined to have been <br />
