Inspection Report 12/03/2015
Wilson Way Tire Company, Inc.
TPID 1000837
Inspection Report IW-1031840
Review of Waste Tire Manifests
When asked to review waste tire manifests, Ms. Pedrini indicated to Harprit and I that they were stored
at a different location once submitted to WTMS.The facility address is 221 N.Wilson Way and waste tire
manifest forms are stored at 1537 E. Market Street. The facility uses Department approved EDT forms
and are attached to business invoices. Because all manifests are not located at place of business, it is in
violation of 14 CCR, Section 18459.3, an end-use facility and hauler shall retain a copy of the completed
manifest form at that place of business for a period of three (3)years. During a spot check review of
manifest forms located at 1537 E. Market Street, fourteen (14) manifests failed to be submitted to
WTMS within the 90-day requirement, and is in violation of 14 CCR,Section 18459.2.1(b),the waste tire
hauler shall submit a completed manifest form to Department within 90-days of load shipment. Once
completed with our review of waste tire manifests,we returned to facility to complete the inspection.
When asked if there were any manifest forms that have not yet been submitted to WTMS, Ms. Pedrini
was able produce several manifests. During a review of those manifests, there were no forms older
than 90-days from generation date to time of inspection. No other violations were observed in this area.
Conclusion
At conclusion of inspection, Harprit and I reviewed our observations, explained waste tire storage
requirements, fire prevention measures, and waste tire manifest form requirements with Ms. Pedrini. I
also handed out the Exclusion Notification Form,as well as California Waste Tire Laws and Regulations
to Ms. Pedrini. Harprit Mattu communicated that the facility may consider alternate fire approval. At the
end of our review of inspection, I indicated that I will be emailing the inspection report once completed.
The violations outlined in this inspection report will need to be corrected as seen in the compliance
deadline date, and a re-inspection will occur on that date or within 30-days of the compliance deadline
date. Please see the Rights and Responsibilities form in the inspection report.
Please contact me if you have any questions.
Regards.
