Re-Inspection Report 1/14/2016 <br /> Wilson Way Tire Company, Inc. <br /> TPID 1000837 <br /> Inspection Report IW-1033807 <br /> Conducted a joint re-inspection of Wilson Way Tire Company, Inc. (Wilson Way Tire):TPID 1000837, <br /> located at 221 N.Wilson Way,Stockton,CA,with Harprit Mattu on January 14, 2016. We arrived at the <br /> facility at 9:45 AM and concluded the inspection at 11:15 AM. Harprit and I introduced ourselves to <br /> Rosie Pedrini, of Wilson Way Tire, indicating that we were at the facility for re-inspection of the <br /> previously observed violations,as seen in inspection report IW-1031840.We received permission to re- <br /> inspect facility. During the re-inspection, Harprit and I were accompanied by Tony Mattioli while <br /> counting waste tires. <br /> Observations <br /> During previous inspection,Wilson Way Tire could not produce evidence of TPID certificate.The TPID <br /> certificate was observed posted in the service department office.This violation has been corrected. <br /> To distinguish locations in the facility, it was subdivided into the following areas: Indoor Storage,Area A, <br /> Area B,and Area C.Also see Site Boundary Map,Site Maps, Waste Tire Calculations spreadsheet,and <br /> Photo Log in report for specifics and locations of tire counts. <br /> A total of 1,122 waste tires were counted during re-inspection. The 1,122 waste tires is under the limit <br /> of waste tires allowed onsite for current operations as a new and used tire dealer.The facility is allowed <br /> to maintain up to 1,500 waste tires at location. Since the previous inspection,Wilson Way Tire <br /> submitted an approved Permit Exclusion Notification form and now listed as an excluded facility.This <br /> previous area of concern has been corrected. In addition to being an excluded facility, Wilson Way Tire is <br /> no longer in violation of the following permit requirements: PRC§42834, minor waste tire permit; 14 <br /> CCR,Section 18420(a),applicable for permit; 14 CCR,Section 18423,filing application for permit; 14 <br /> CCR,Section 18432, Operations Plan; and 14 CCR,Section 18433, emergency response plan. All <br /> violations have been corrected related to permitting. <br /> In Indoor Storage, located in northern and eastern portion of facility, 151 waste tires were observed.All <br /> waste tires indoors were individually counted. No area of concerns or violations were observed in this <br /> area. <br /> In Area A, located in northern part of facility, 31 waste tires were observed. During initial inspection, it <br /> was observed that inner tubes and foam tire filler were located less than 40 feet from waste tires and is <br /> in violation of CCR 14, 17351(e)(2).This violation was corrected and inner tubes and foam tire filler are <br /> stored greater than 40 feet from waste tires. No other violations or area of concerns were observed in <br /> this area. <br /> In Area B, located in middle of facility,the total waste tire count is 789 waste tires.448 waste tires were <br /> individually counted and remaining waste tire count was estimated by volumetric calculation of loose <br /> truck tires, using 2.5 truck tires per cubic yard. Dimension of pile is 18'X 32'X 8' = 170 CY X 2.5 tires/CY= <br /> 426 tires X.80(20% reduction) =341 tires. <br /> During the previous inspection of this area, it was observed that inner tubes were located less than 40- <br /> feet from waste tires.This violation was corrected and inner tubes were not observed in Area B. It was <br /> also observed during the previous inspection,that waste tires were stacked greater than 6 feet in height <br /> within 20 feet of perimeter fence. Waste tires were not observed to be stacked greater than 6 feet in <br /> height within 20 feet of perimeter fence and has been corrected in this area. <br />
