Re-Inspection Report 1/14/2016 <br /> Wilson Way Tire Company, Inc. <br /> TPID 1000837 <br /> Inspection Report IW-1033807 <br /> Other observations made in Area B during previous inspection, were waste tires stored less than 40-feet <br /> from waste oil.This violation was not corrected and still in violation of CCR 14, 17351(e)(2),storage of <br /> flammable material in close proximity of waste tires.Additionally,waste tires with rims attached were <br /> still observed to be co-mingled with other waste tires and still in violation of 14 CCR,Section 17354(1), <br /> stating that tires must be removed from rims immediately upon arrival.Tires temporarily attached to <br /> rims awaiting removal shall be separate from other waste tires by a distance of 40-feet. No other <br /> violations or area of concerns were observed in this area. <br /> In Area C, located in the western portion of facility,the total waste tire count is 151 waste tires.All <br /> waste tires were individually counted. A previous observation of a barrel stack of OTR tires in excess of <br /> 10 feet has been corrected. During the previous inspection it was observed that waste tires were stored <br /> within 10 feet of lot lines.This is still an area of concern.The majority of Area C is used for used OTR <br /> tires ready for sale. <br /> Standing water was still observed in numerous waste tires stored on tread and is potentially breeding <br /> ground for mosquitos. Recent rain has contributed to water being observed in tires and still in violation <br /> of 14 CCR,Section 17353(a)(1),all waste tires shall be stored in a manner which prevents the breeding <br /> and harborage of mosquitos, rodents, and other vectors bay any of following means: 1) Cover with <br /> impermeable barriers to prevent the accumulation of precipitation, 2) Use of treatments or methods to <br /> prevent vector breeding as necessary, provided the control program is approved as appropriate and <br /> effective by the local vector control authority. No other violations or area of concerns were observed in <br /> this area. <br /> Waste tire counts using volumetric calculations were reduced by 20 percent.All individually counted <br /> waste tires were not reduced, and considered a direct count. <br /> The following table is the list of area of concern and violations that were still observed during re- <br /> inspection. <br /> Area of Concern Regulation Location(s) <br /> Waste tires within 10-feet of lot lines 14 CCR,Section 17354(d) Area C <br /> Violation Regulation Location(s) <br /> Waste tires stored within 40 feet of highly 14 CCR,Section Area B <br /> flammable material 17351(e)(2) <br /> Waste tires with rims attached 14 CCR,Section 17354(1) Area B <br /> Prevention of water in waste tires 14 CCR,Section 17353(a) Area C <br /> The area of concern may be considered a violation in future inspections if not corrected.The facility may <br /> pursue alternate fire approval from the local fire authority for any deviation from waste tire storage and <br /> disposal standards,as seen in 14 CCR,Section 17354.Any alternative requirements approved by local <br /> fire authority shall be subject to Department concurrence. <br /> Registered Hauler Vehicles <br /> At the time of inspection,five (5) registered hauler vehicles were observed at facility. All registered <br /> hauler vehicles had the proper decals and registration certificates. No violations were observed. <br />
