The facility diagram did not include all of the petroleum storage on the site or the piping connected <br /> to the aboveground tanks. The Plan shall include a facility diagram which must mark the location and <br /> contents of each fixed storage container and the storage area where mobile or portable containers are <br /> located. It must identify the location of and mark as "exempt" underground tanks. It must also include <br /> all transfer stations and connecting pipes, including intra-facility gathering lines. Immediately update the <br /> facility diagram to include all of the required information. Submit a legible copy of the updated facility <br /> diagram to the EHD by September 22, 2012. <br /> 505, 507 & 513. The inventory listed in the SPCC Plan does not include all of the petroleum storage on <br /> site. Discharge & drainage controls and potential equipment failure are not addressed for any of the <br /> unlisted containers. Only some of the inventory listed included potential equipment failure, secondary <br /> containment, and discharge/drainage controls. The SPCC Plan must include the correct type of oil and <br /> storage capacity of each fixed storage container, and either the type of oil and storage capacity of each <br /> portable container or an estimate of the potential number of portable containers, types of oil, and <br /> anticipated storage capacities. The Plan must include discharge or drainage controls, such as <br /> secondary containment around all containers and other structures, equipment, and procedures for the <br /> control of a discharge, and a prediction of the direction, rate of flow, and total quantity of oil which could <br /> be discharged as a result of each type of major equipment failure. Immediately update the inventory and <br /> discharge information in the SPCC Plan to accurately represent the petroleum storage at the facility. <br /> 510. The contact list did not include the facility response coordinator or the cleanup contractor. The <br /> SPCC Plan must include a contact list and phone numbers for the facility response coordinator, National <br /> Response Center, cleanup contractors with whom you have an agreement for response, and all <br /> appropriate federal, state, and local agencies who must be contacted in case of a discharge. <br /> Immediately update the contact list to include the most current version of the required information. <br /> 514. The two 6,000 gallon fueling trucks are parked in the main parking lot for the facility and do not <br /> have secondary containment. A facility shall provide appropriate containment and/or diversionary <br /> structures or equipment to prevent a discharge. The entire containment system, including walls and <br /> floor, must be capable of containing oil and must be constructed so that any discharge from a primary <br /> containment system will not escape the containment system before cleanup occurs.
