The following is an itemized list of hazardous waste violations that have not been <br /> addressed for UNION PACIFIC RAILROAD - Stockton as of September 28, 2016. <br /> Open violations from October 16, 2013 inspection <br /> Violation #113—No emergency coordinator. <br /> No emergency coordinator has been identified for this facility. The facility has listed an emergency call <br /> center number in lieu of an emergency coordinator. At all times there shall be at least one employee <br /> either on the facility premises or on call (available to respond to an emergency by reaching the facility <br /> within a short period of time)with the responsibility for coordinating all emergency response measures. <br /> This emergency coordinator shall be a person who is thoroughly familiar with: <br /> -all aspects of the facility's contingency plan (and have the authority to commit the resources <br /> needed to carry out the plan) <br /> -all operations and activities at the facility <br /> -the location and characteristics of waste handled <br /> -the location of all records within the facility <br /> -the facility layout <br /> Immediately appoint an emergency coordinator for this facility. <br /> Open violations from January 27, 2012 inspection <br /> Violation #112—Contingency plan not current. <br /> The emergency coordinator information in the contingency plan for this facility is outdates. The <br /> contingency plan shall be reviewed, and immediately amended, if necessary, whenever any of the <br /> following occur: <br /> -applicable regulations are revised <br /> -the plan fails in an emergency <br /> -the facility changes in its design, construction, operation, maintenance, or other circumstance in <br /> a way that materially increases the potential for fires, explosions, or releases of hazardous waste or <br /> hazardous waste constituents, or changes the response necessary in an emergency <br /> -the list of emergency coordinators changes <br /> -the list of emergency equipment changes <br /> Immediately amend the contingency plan for this facility to include the updated information, maintain a <br /> current copy on site at all times, and submit a copy of the updated contingency to the EHD by February <br /> 27, 2012. <br /> Page 4 of 5 <br />
