August 24, 1998 and transported under hazardous waste manifest to Richmond,
California where each were properly destroyed by Ecology Control Industries, Incorporated.
(7) Corrective action taken to date includes the removal of backfill soil suspected to be
hydrocarbon -impacted from the fuel tankpit and product piping trenches. The volume of soil
stockpiled from the fuel tankpit was estimated as 260 cubic yards. The volume of soil
stockpiled from the piping trenches was estimated as 13 cubic yards. Stockpile soil samples
were collected on August 24, 1998 by a representative of Gettler-Ryan, Inc. (Haig Kevork) to
characterize hydrocarbon concentrations for offsite disposal purposes and/or reuse onsite.
Based on field observations during UST closure activities, further excavation was performed
beneath the eastern end of the middle fuel UST in attempts to further define the vertical extent
of hydrocarbon contamination in soil. The volume of soil generated by this excavation was
estimated as 45 cubic yards. The soil was stockpiled on visquene and was sampled by a
representative of Gettler-Ryan, Inc. on August 24, 1998. The further investigation by
excavation was performed according to procedures described in Gettler-Ryan's Contingency
Workplan For Excavation dated July 16, 1998.
Prior to backfilling any excavation, conductor casing will be placed above any suspect soil
sample location such that further vertical definition can be performed without disrupting the
engineered fill. A separate workplan detailing drilling and sampling procedures will be
submitted for prior approval.
A final report documenting all UST removal activities, excavations, soil stockpile
characterization, and disposal will be submitted to San Joaquin County Public Health
Services within 45 days of completing such activities.
(8) The method of cleanup implemented to date has been limited to the removal of hydrocarbon -
impacted backfill that was associated with the former fuel tankpit and piping trench areas.
Further cleanup activities will be determined upon review of subsequent soil analytical results.
(9) A total of approximately 345 cubic yards of soil were stockpiled at the subject site. These
soils were generated during the removal of all UST's and piping. All stockpiled soil was
sampled by Gettler-Ryan according to protocol required by San Joaquin County PHS-EHD for
consideration of reuse onsite. Any stockpiled soil deemed unsuitable for reuse onsite will be
transported to BFI Vasco Road Landfill in Livermore, California. Copies of all soil disposal
manifests will be submitted as soon as they are available.
(10) N/A. All underground fuel storage and delivery equipment was closed and removed on August
24, 1998.
(11) N/A. All underground fuel storage and delivery equipment was closed and removed on August
24, 1998.
2652 (d) Chevron will comply with all reporting requirements specified within this subsection.
(e) Chevron will conduct initial abatement, site characterization, and additional corrective
action as specified within this subsection, within sections 2653, 2654, and within Article 11.
(f) Chevron understands the language within this subsection.
Hopefully, you will find these information to be complete. If further information is required, please contact
me directly at (925) 842-8695.
Sincerely,
16
Brett L. Hunter
Environmental Engineer
Site Assessment and Remediation
