Recommendations Letter
Formal External Inspection of AST-7
Valley Pacific Petroleum Services,Inc.
Page 2
• The tank has an approved Emergency Relief Vent(ERV) and is equipped with weak shell to roof
joint weld design that provides sufficient overpressure relief venting capacity.
• Water-finding paste was used to determine if water was present in both the primary tank and
secondary interstitial area of the tank.No water was not located.
Shell Testing
Ultrasonic Thickness(UT)measurements were recorded in order to establish an inspection baseline for use
during future inspections with the purpose of identifying corrosion.Measurements and visual inspection of
the tank roof revealed no internal or exterior corrosion. Refer to Figure 1, Attachment A, for thickness
measurements and photographs attached to the formal report.
Recommendations for Continued Use
Based on current industry practices and regulatory requirements, Condor recommends the following:
• Periodic inspection and maintenance of the normal vents by Facility personnel is recommended for
proper vent operation.
• Installation of an overfill valve and/or a basic high liquid level vent whistle(alarm)is recommended
in order to prevent overfill.
• Perform and document monthly and annual inspections in accordance with the Facility SPCC Plan.
These recommendations should be implemented as soon as feasible. If you have any comments or questions,
please contact us at(209)234-0518.
Sincerely,
CONDOR EART
Jord J hnson,AS Inspector No. AST-T10388
iron tal Spe alist
XAProject\7000_M\7167 Valley Pacific Petroleum NONA Support\7167C Stockton\7167C2 Tank lmpect o..aeportsWST-7\FR 20181001 FEIR AST-7.docx
1\
464P CONDOR
