Mr. Gustavo Lemus <br /> 18 October 2018 <br /> Page 2 <br /> • Evaluate the risk posed by a petroleum spill, including assessment of site drainage and <br /> potentially-affected waterways; <br /> • Assess the potential need for structural changes to the petroleum storage facilities, to <br /> reduce the potential harm that could be caused by an oil spill or release; and <br /> • Identify responsibilities and duties of Scotts personnel that would be involved in oil <br /> discharge notification and spill response. <br /> We will collect pertinent data and take site photographs that can be used in the SPCC Plan <br /> update. <br /> SPCC Plan Update — <br /> Geosyntec will provide a complete refresh to the SPCC Plan for the facility, which will include: <br /> • Applicable regulatory requirements; <br /> • General facility information; <br /> • Detailed site map; ' . <br /> • Spill response actions and reporting requirements and details; <br /> • Facility response plan; <br /> • Inspection checklists/logs; <br /> • Certification of the applicability of the substantial harm criteria; and <br /> • Certified by a professional engineer. <br /> The SPCC Plan will also address the findings from the San Joaquin County Environmental <br /> Health Department. We will provide the draft SPCC Plan electronically for your review and <br /> comment. We will provide one complete hard copy binder of the final SPCC Plan. <br /> SCHEDULE <br /> We will work with Scotts to establish a project schedule, but Geosyntec can commence within <br /> one week of authorization. It will require approximately two weeks to complete the site visit and <br /> update the SPCC Plan, <br /> FEE ESTIMATE <br /> Our work will be conducted on a fixed-price basis in accordance with the Professional Services <br /> Agreement between Scotts and Geosyntec dated 8 September 2015.
