San Joaquin County <br /> Environmental Health Department <br /> 1868 East Hazelton Avenue, Stockton, California 95205-6232 <br /> Telephone:(209)468-3420 Fax:(209)468-3433 Web:www.sigov.org/ehd <br /> Aboveground Petroleum Storage Act Inspection Report <br /> Facility Name: Facility Address: Date: <br /> BROWN SAND INC 800 W MOSSDALE AVE, LATHROP April 05, 2017 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 618 CFR 112.7(e), 112.8(c)(6) Failed to conduct inspections or integrity tests or maintain records for 3 years. <br /> The 6,000 gallon off road diesel tank's annular space is not being inspected. <br /> None of the aboveground storage tanks and drums outline in the SPCC plan were tested for integrity. <br /> Inspections and testing shall be conducted on all aboveground liquid petroleum containers larger than 55 gallons, and <br /> all 55 gallon drums of oil. Records of these inspections and tests shall be signed by the appropriate supervisor or <br /> inspector and kept on site with the Spill Prevention, Control, and Countermeasure(SPCC)Plan for a period of three <br /> years. Immediately begin necessary testing and inspections for all Aboveground Petroleum Storage Act regulated <br /> containers and maintain on site with the SPCC Plan. <br /> This is a Class II violation. <br /> 711 CFR 112.8(c)(6) Failed to perform scheduled tank tests or inspections by appropriately qualified personnel. <br /> No tanks or drums were tested on schedule by qualified personnel. The SPCC plan for the facility states that an <br /> integrity test will be done every two years. Each aboveground container shall be tested and inspected for integrity on <br /> a regular schedule and whenever repairs are made. The qualifications of personnel performing tests and <br /> inspections, frequency and type of testing and inspections that take into account container size, configuration, and <br /> design shall be determined in accordance with industry standards. Examples of these integrity tests include, but are <br /> not limited to:visual inspection, hydrostatic testing, radiographic testing, ultrasonic testing, acoustic emissions <br /> testing, or other systems of non-destructive testing. Comparison records and other records of inspections and tests <br /> must be maintained on site. Immediately conduct the necessary testing and submit a copy of the test results to the <br /> EHD, or provide equivalence as allowed by CFR 112.7(a)(2). <br /> This is a Class II violation. <br /> 712 CFR 112.8(c)(6) Failed to test or inspect each container for integrity based on industry standards. <br /> No tanks or drums were tested on schedule by qualified personnel.
