The 6,000 gallon off road diesel tank's annular space is not being inspected. None of the aboveground storage tanks and drums outline in the SPCC plan were tested for integrity. Inspections and testing shall be conducted on all aboveground liquid petroleum containers larger than 55 gallons, and all 55 gallon drums of oil. Records of these inspections and tests shall be signed by the appropriate supervisor or inspector and kept on site with the Spill Prevention, Control, and Countermeasure(SPCC)Plan for a period of three years. Immediately begin necessary testing and inspections for all Aboveground Petroleum Storage Act regulated containers and maintain on site with the SPCC Plan. This is a Class II violation. 711 CFR 112.8(c)(6) Failed to perform scheduled tank tests or inspections by appropriately qualified personnel. No tanks or drums were tested on schedule by qualified personnel. The SPCC plan for the facility states that an integrity test will be done every two years. Each aboveground container shall be tested and inspected for integrity on a regular schedule and whenever repairs are made. The qualifications of personnel performing tests and inspections, frequency and type of testing and inspections that take into account container size, configuration, and design shall be determined in accordance with industry standards. Examples of these integrity tests include, but are not limited to:visual inspection, hydrostatic testing, radiographic testing, ultrasonic testing, acoustic emissions testing, or other systems of non-destructive testing. Comparison records and other records of inspections and tests must be maintained on site. Immediately conduct the necessary testing and submit a copy of the test results to the EHD, or provide equivalence as allowed by CFR 112.7(a)(2).
