The SPCC Plan site security section is incomplete. The Plan must include descriptions of how you secure and control access to the oil handling, processing & storage areas, secure master flow& drain valves, prevent unauthorized access to starter controls on oil pumps, secure out-of-service and loading/ unloading connections of oil pipelines, and address the appropriateness of security lighting to both prevent acts of vandalism and assist in the discovery of oil discharges. Immediately update the Plan to include all of the required security information. 41. Failed to use valves of manual, open and closed design, for the drainage of diked areas. The diesel tank secondary containment uses a electric float switch to remove liquid in the secondary containment. Immediately convert the valve to manual operation by removing the float or by some other means. 48. Integrity testing has not been conducted on the above ground petroleum storage containers and tanks at the facility. The SPCC plan does not include a discussion of Title 40 CFR §112.8(c)(6). The facility shall test or inspect each aboveground container for integrity on a regular schedule and whenever you make material repairs. Examples of these integrity tests include, but are not limited to: visual inspection, hydrostatic testing, radiographic testing, ultrasonic testing, acoustic emissions testing, or other systems of non-destructive testing. Comparison records and other records of inspections and tests must be maintained on site with the SPCC Plan. Immediately conduct all necessary integrity testing and maintain records on site as required. Update the SPCC plan to address this code section. 50. The SPCC plan does not include a discussion of Title 40 CFR §112.8(c)(8). Update the SPCC plan to include overfill prevention procedures and devices for the above ground petroleum storage containers and tanks at the facility. Install overfill prevention devices, as required, by the updated SPCC plan. 999. Title 40 CFR §112.7 - The SPCC plan does not follow the sequence specified in this section and does not have a cross-reference with the location of all requirements in the SPCC plan. Correct the SPCC plan and add a cross-reference with each required code section. Note 1. Complete and submit a copy of the Return to Compliance Certification form with a statement of how each violation was corrected, including supporting documentation, by August 20, 2011. ALL EHD STAFF TIME ASSOCIATED WITH FAILING TO COMPLY BY THE ABOVE NOTED DATES WILL BE BILLED AT THE CURRENT HOURLY RATE($122).
