The SPCC Plan site security section is incomplete. The Plan must include descriptions of how you <br /> secure and control access to the oil handling, processing & storage areas, secure master flow& drain <br /> valves, prevent unauthorized access to starter controls on oil pumps, secure out-of-service and loading/ <br /> unloading connections of oil pipelines, and address the appropriateness of security lighting to both <br /> prevent acts of vandalism and assist in the discovery of oil discharges. Immediately update the Plan to <br /> include all of the required security information. <br /> 41. Failed to use valves of manual, open and closed design, for the drainage of diked areas. The diesel <br /> tank secondary containment uses a electric float switch to remove liquid in the secondary containment. <br /> Immediately convert the valve to manual operation by removing the float or by some other means. <br /> 48. Integrity testing has not been conducted on the above ground petroleum storage containers and <br /> tanks at the facility. The SPCC plan does not include a discussion of Title 40 CFR §112.8(c)(6). <br /> The facility shall test or inspect each aboveground container for integrity on a regular schedule and <br /> whenever you make material repairs. Examples of these integrity tests include, but are not limited to: <br /> visual inspection, hydrostatic testing, radiographic testing, ultrasonic testing, acoustic emissions testing, <br /> or other systems of non-destructive testing. Comparison records and other records of inspections and <br /> tests must be maintained on site with the SPCC Plan. <br /> Immediately conduct all necessary integrity testing and maintain records on site as required. Update the <br /> SPCC plan to address this code section. <br /> 50. The SPCC plan does not include a discussion of Title 40 CFR §112.8(c)(8). Update the SPCC plan <br /> to include overfill prevention procedures and devices for the above ground petroleum storage containers <br /> and tanks at the facility. Install overfill prevention devices, as required, by the updated SPCC plan. <br /> 999. Title 40 CFR §112.7 - The SPCC plan does not follow the sequence specified in this section and <br /> does not have a cross-reference with the location of all requirements in the SPCC plan. Correct the <br /> SPCC plan and add a cross-reference with each required code section. <br /> Note <br /> 1.
