2 Site Background
2.1 Location
The El Concilio No. 1 site is located at 1501 Airport Way in Stockton, San Joaquin County,
California. This assessment focuses on APN 169-020-11 with a total recorded acreage of
approximately 2.67 acres. The geographic coordinates for the approximate center of the area of
concern are 37°56'23.15"north latitude, 121°16'15.12"west longitude.Figure 1 shows the
location of the property, and Figure 2 shows the El Concilio No. 1 site and features at the subject
property, including the parcel boundaries. Figures are contained in Appendix A.
2.2 Site Description
The site is classified as undeveloped commercial property. The site is covered with fill material
(broken glass, concrete, brick, and asphalt were observed), dry grasses, small shrubs, and several
small trees. A concrete slab or footing exists in the center of the site, which appears to be the
remnants of a previous building onsite.
The city of Stockton is located along the San Joaquin Delta waterway,ccIpnecting the San
Francisco Bay and the Sacramento and San Joaquin Rivers. The site is loated approximately 2
miles east of the San Joaquin River and Deep Water Ship Canal and is approximately 20 feet
above mean sea level(msl). The site is relatively flat and at grade with the surrounding streets
and properties
The climate for Stockton is temperate. The average mean temperature is 63 degrees Fahrenheit.
The annual mean precipitation is 13.95 inches.
2.3 Topographic and Geologic Information
According to the Stockton West U.S. Geological Survey 7.5-minute quadrangle, 1987,the
elevation of the ground surface at the subject property is approximately 20 feet above msl.
Topography at the site and surrounding properties is relatively flat. Regional topography slopes
in a westerly and southerly direction. Storm water runoff appears to pond on site in the vegetated
and bare soil areas throughout the site.
The subject area is located in the Great Valley Geomorphic Province, which consists of the
Sacramento Valley to the north and the San Joaquin Valley to the south. The site is situated in
the northern portion of the San Joaquin Valley. The Great Valley Geomorphic Province is a
northwest trending, structural depression, filled with up to six vertical miles of lithified marine
and non-marine sediments. Regionally, the lithology of the upper 3,000 feet of sediments is
indicative of uplift of the Sierra Nevada Mountains to the east and,to a lesser degree, the Coast
Range Mountains to the west(Condor Earth Technologies,2007).
The United States Department of Agriculture,National Resources Conservation Service soil
survey mapped the soil type at the site as Jacktone Urban Land Complex,0 to 2 percent slopes
(USDA 2008).
