You had originally requested that this workplan be submitted by February
25, 2000.
Philip is currently evaluating technical applicability and costs for three alternatives at this
site, including air sparging and soil vapor extraction, oxygen release compound (ORC)
slurry injection, -and monitored natural attenuation. Earthgrains and Philip desire to
thoroughly consider all aspects of these alternatives, prior to the submittal of a workplan,
because of their associated high costs.
In the interim, Philip will continue to perform groundwater monitoring at this site. As
shown in the attached letter, Earthgrains was recently granted pre -approval from the
California UST Fund for groundwater monitoring activities. Our next scheduled round of
groundwater monitoring will be performed in early March. You will be advised as to the
precise date prior to our mobilization to the site.
Earthgrains and Philip appreciate the cooperation you have given in regards to this site. If
you have questions or desire additional information, please call me at 618-281-1547.
Sincerely yours,
PHILIP SERVICES CORP.
Mark F.
