Airport Way <br />Stockton, CA <br />209/468-3420 C O (fin /7 <br />il�i` . e 1995 <br />SITE CODE: 19093 <br />San Joaquin County Public Health Services, Environmental Health <br />Division (PHS/EHD) has reviewed the "Final Remediation Plan" dated <br />February 1, 1995, prepared by Burlington Environmental for the <br />above referenced site. <br />On May 5, 1994, Corrective Action Requirements became effective as <br />Article 11 of the California Code of Regulations, Title 23, <br />Division 3, Chapter 16. Enclosed is Section 2725 (d) of the <br />Corrective Action Requirements which states the elements to be <br />included in the Corrective Action Plan. The "Final Remediation <br />Plan" submitted for this site does not contain all the elements <br />required. <br />A description of the contamination existing at the site and an <br />assessment of the impact to the surrounding area was not included <br />in the Corrective Action Plan. <br />All groundwater use in San Joaquin County has been designated as <br />potentially beneficial by the Central Valley Regional Water Quality <br />Control Board. Therefore, the Corrective Action Plan must evaluate <br />at least two alternatives of remediation and their cost- <br />effectiveness. <br />California Water Code Section 13304 authorizes Regional Water <br />Boards to require cleanup of affected water to background <br />conditions. Cleanup levels were not discussed in the Corrective <br />Action Plan. Cleanup of groundwater and soil to non detect at the <br />detection limits shown in the Tri -Regional Board Staff <br />Recommendations should be the cleanup goals for this site. <br />An addendum to the "Final Remediation Plan" that addresses the <br />above elements listed in the Corrective Action Requirements must be <br />submitted to PHS/EHD. The "Final Remediation Plan" and the <br />addendum will be posted at the PHS/EHD office and the central <br />library in Stockton for public review. Therefore, background <br />information and levels of contamination should be included instead <br />of referring to past reports. <br />A Division of San Joaquin County Health Care Services <br />
