Airport Way <br />Stockton, CA 95206 <br />San Joaquin County Public Health Services, Environmental Health <br />Division has reviewed the "Problem Assessment Report" dated <br />December 19, 1991, prepared by Anderson Consulting Group for the <br />above site. <br />Soil sample results from the over -excavation of the former tank <br />location have been reported but the lab analyses from <br />Canonie Laboratory and the "Chain of Custody" for these samples <br />have not been submitted. Please submit this information. It <br />appears that some contaminated soil remains in the former tank <br />area. In your "Final Remediation Plan" provide an estimate of <br />the amount of contaminated soil remaining. Further action <br />regarding this contaminated soil will be based on ground water <br />remediation results. <br />The soil removed during the underground tank removal and the <br />over -excavation was placed on the northwest portion of the site. <br />The soil from boring and monitoring well installations was placed <br />in storage drums and sampled without notifying PHS/EHD. In your <br />"Final Remediation Plan" propose sampling and disposal of all the <br />above mentioned soil.. In the future contact PHS/EHD staff 48 <br />hours prior to sampling so that they may witness the activity. <br />The extent of groundwater contamination has been physically <br />defined so a "Final Remediation Plan" should be submitted. <br />Pursuant to Section 280.67, Subpart F of Title 40 "Code of <br />Federal Regulations" of the "Federal Register" and Article 11 <br />(Corrective Action Regulations) added to Chapter 16 "Underground <br />Storage Tank Regulations" (Title 23 "California Code of <br />Regulations") before approving your "Final Remedial <br />Plan/Corrective Action Plan" PHS/EHD will conduct a 30 day public <br />notice to consider comments on the proposed plan: <br />Please submit an "Executive Summary" along with your draft "Final <br />Remedial Plan" (FRP) to accompany our public notice. <br />A Division of San Joaquin Cnunty Health Care Service 0 <br />
