The <br />CUF has recommended that the EHD consider the site for closure. <br />The EHD is of the opinion that the secondary source of impacted groundwater has not been <br />remediated to the extent practicable - a criterion utilized to define a 'low-risk' site in the Low - <br />Risk Closure Policy currently under consideration for adoption by the SWRCB. A potentially <br />cost-effective corrective action to remediate the most impacted groundwater has been identified, <br />and in the opinion of the EHD, should be implemented to further reduce the dissolved <br />contaminant mass in groundwater. The EHD had requested the CUF to reconsider the closure <br />recommendation to permit reimbursement of the remediation expenses; however, the CUF has <br />again recommended consideration of the site for closure. <br />Relying on the now twice -rendered professional opinion by the CUF Five -Year Review technical <br />staff for site closure, the responsible party's consultant's professional opinion and request for <br />site closure, and in consideration of the limited reimbursable expenses allowed to sites that <br />have been recommended for closure consideration by the CUF and noting that impacted soil <br />and groundwater have been reasonably delineated, the EHD will work on site closure. <br />Questions or comments should be directed to Vicki McCartney at (209) 468-9852 or to Nuel <br />Henderson at (209) 468-3436. <br />�Sincerely, <br />Victoria L.
