As discussed, BP Amoco is <br />committed to providing the required resources to achieve a satisfactory closure for this <br />project as soon as practical. <br />This letter states our understanding of agreements reached during the three-way <br />conference call convened by Fred Kintzer (Parsons Engineering Science, Inc.). The <br />purpose of the conference call was to gain clarification of the RWQCB's requirements for <br />further cleanup of the downgradient portions of the plume expressed in the RWQCB <br />letter to BP Oil Company dated September 16, 1999. The RWQCB confirmed that the <br />WQO's presented in Table 1 of the letter, provide additional clarification and do not <br />necessarily supersede the discussion of "technological and economic feasibility" in the <br />letter from the RWQCB dated October 13, 1998. The previous letter presents an <br />approach and factors to be used for feasibility analysis of continuing cleanup actions. <br />With this understanding, BP Amoco will proceed with the following steps: <br />1. BP Amoco will develop a plan similar to Alternative B in the Remedial Alternatives <br />Evaluation report for intercepting and cleaning up the downgradient portion of the <br />plume. This plan will be presented in a Remedial Action Work Plan Addendum to be <br />submitted by Parsons ES to the RWQCB by November 1, 1999. <br />
