Site#1845,Stockton Metropolitan Airport' <br /> Pursuant to your direction letter of April 7, 1997,1 have enclosed a copy of international Technology Corp. <br /> Environmental Site Investigation Proposal,dated June 28, 19961.1 have also enclosed a copy of the cover letter which <br /> accompanied the proposed plan.You'll note that Mr.Ramage of IT Corp. Based the proposal on discussions with you <br /> during our meeting of June 13, 1996.Apparently I was under the mistaken impression that IT Corp,had sent you a copy. <br /> The remaining four tanks at the Biel farm, 1-20,000 gallon,2-10,000 gallon and 1-12,000 gallon are scheduled for <br /> removal by RAIN Environmental commencing the week of Juice 16, 1997.1 would imagine we would know the test results <br /> of the soil samples from their removal shortly thereafter. This could necessitate a change in the work plan,that is to say <br /> the soil mitigation for the entire fuel farm should be handled as one project <br /> As you may recall from our meeting with U.S.Army Corps of Engineers representatives Mike Metro and his attorney in <br /> September 1995,they have a procedure that takes over:6 months to apply and be Banded. Considering they were going to <br /> contact you at the encs ofl arch 1996,and to any knowledge they never have, I would suggest they need to be reminded of <br /> your enforcement authority so they can be ready to go forward with their,share of costs it hand.`Certainly then-tank <br /> capacities equaling;24.873%of the tank financial responsibilities,coupled with the fact that the January 1996 core <br /> sampling by [T Corp.and Fisch Environmental indicated heavy contaminant in soil at the former location of tanks 21,22 <br /> and 23; 1000;gallon capacities operated by an aqua system having been operated by the U.S.Ar ny only,certainly should <br /> call for their timely participation in soil mitigation of the co_m ingled plume.
