ISCO Injection Project <br />California Army National Guard FMS #24 Stockton, CA <br />Environmental Cost Management, Inc. (ECM) is performing work on behalf of the California <br />Army National Guard (CA ARNG), under Contract W912P7-12-D-0001, Task Order CQ01, with <br />the U.S. Army Corps of Engineers (USACE) Los Angeles District under an approved Remedial <br />Action Work Plan (RAWP). The work includes the installation of temporary injections points and <br />injection of in-situ chemical oxidation (ISCO) to remediate impacts from former underground <br />storage tanks (USTs) at the CA ARNG Field Maintenance Shop (FMS) #24 in Stockton, <br />California. See attached boring plan. <br />The objectives of the project are to: <br />• Implement a second round of ISCO injections to reduce petroleum hydrocarbons mass <br />and related compounds in the soil and groundwater of the source zone area in the <br />immediate vicinity of former UST locations; and <br />• Further evaluate ISCO effectiveness in reducing anticipated cleanup times required for <br />natural attenuation or other remedial options. <br />To achieve the stated project objectives, the following scope of work has been developed: <br />• Install 36 temporary injection points within the source zone area. <br />o Injection points will be installed using direct push technology (DPT). <br />o Vertical treatment zones consists of a primary target interval approximately <br />between 35 to 45 feet (ft.) below ground surface (bgs) and a secondary interval <br />from 25 to 35 ft. bgs in the vicinity of FMS-MW6. <br />• Inject approximately 16,335 gallons of ISCO reagent into the subsurface over a period of <br />eight (8) days. <br />o The ISCO injections will be performed in two 4 -day events each consisting of 18 <br />injections points. The injection events will be separated by four (4) full weeks. <br />o Approximately 1,800 to 2,000 gallons of ISCO reagent will be injected into 4 to 5 <br />injection points per day. <br />o In -field process monitoring will assess and allow adjustment of the ISCO <br />reagent injection process, if necessary. <br />Perform post-treatment groundwater sampling prior to, and following implementation of <br />ISCO technology, respectively. <br />o Groundwater samples will be collected from five (5) site wells (FMS-MW1, FMS - <br />MW -5, FMS -MW -6, FMS -MW -7, and FMS -MW -9) to establish ongoing <br />groundwater conditions and to confirm compliance with the requirements of the <br />Waste Discharge Requirements (WDRs). <br />All soil boring/injection locations will be advanced via direct push methods and abandoned per <br />SJEHD regulations.
