Treatability Study Report and Feasibility Evaluation for <br />In Situ Petroleum Hydrocarbon Remediation <br />Field Maintenance Shop #24, 8020 South Airport Way <br />Stockton, California <br />2.0 TREATABILITY STUDY ACTIVITIES <br />2.1. PRELIMINARY ACTIVITIES <br />In preparation for implementation of the treatability study described in this document, OTIE <br />performed a number of preliminary activities associated with permitting, underground utility <br />clearance, well installation, and management of investigation derived waste (IDW). These <br />activities are described in further detail below. <br />2.1.1. Permitting <br />The San Joaquin County Environmental Health Department (SJCEHD) is the lead agency <br />providing oversight for well installations in San Joaquin County. On behalf of the CA ARNG, <br />OTIE filed a well permit application addressing all the proposed wells. Installation of the wells, <br />as detailed below, was in strict accordance with SJCEHD requirements, and with California Well <br />Standards, as applicable. In addition, OTIE coordinated appropriate inspections for well <br />constructions with SJCEHD, and provided to that agency a copy of the applicable sections of <br />the Work Plan, as requested. Once all necessary approvals and permits were in place, field <br />activities were scheduled. A copy of the SJCEHD permit is included in Appendix A to this report. <br />The SVE and HVDPE portions of the test did not require a permit from the San Joaquin Valley <br />Unified Air Pollution Control District (SJVUAPCD) per SJVUAPCD Rule 2020 Section 7.5, which <br />exempts a soil remediation pilot study of up to five days from an Authority to Construct (ATC) <br />and Permit to Operate (PTO). <br />2.1.2 Underground Utility Clearance <br />Prior to implementing invasive field activities, OTIE ensured that the proposed well locations <br />were cleared for underground utilities or other obstructions. This clearance included: <br />• Reviewing with CA ARNG personnel available site drawings indicating the approximate <br />locations of all underground utilities (e.g., water, sewer, telecommunications, cable <br />television, electric, and gas) associated with site operations, making use of any anecdotal <br />information that may be available through CA ARNG personnel familiar with site operations; <br />• Marking the proposed locations with white spray paint; <br />• Clearing the specific locations using a contracted private utility locator, who employed <br />appropriate geophysical techniques to clear each location from potential underground <br />obstructions; and <br />• Making appropriate notification to Underground Service Alert (USA) at least 48 hours prior to <br />commencement of invasive drilling activities. <br />2.2. WELL INSTALLATIONS <br />During the interval from 7 to 11 May, 2012, OTIE oversaw the installation of five (5) wells <br />associated with the treatability study. These included SVE well SVE-1, two nested AS wells <br />(AS -1A/1 B), and two HVDPE wells (FMS-DPE1 and FMS-DPE2/MW6). HVDPE well <br />FMS-DPE2/MW6 may be used as part of the site groundwater monitoring program going <br />forward. The locations of the wells relative to historical soil and groundwater sampling locations <br />are shown in Figure 3. All wells were drilled (using HSA drilling), installed, and developed by <br />Woodward Drilling, a California -licensed C-57 drilling contractor, under the oversight of a <br />California Professional Geologist (PG). Boring logs and well completion diagrams are presented <br />as Appendix B. <br />OTIE <br />
