• 0 <br /> ATTACHMENT 1: TECHNICAL PROPOSAL 23 May 2014 <br /> • Containerize impacted soil in drums provided by the CSMS. Stage the drums in <br /> the area designated by the CSMS shop supervisor (Ryan Kinney) or his onsite <br /> representative, after all soil excavation is complete, and soil-filled drums are <br /> sealed. <br /> • Stage drums on site at the CSMS pending disposal as "Non-Hazardous Waste - <br /> Analysis Pending". ECM has included separate costs for soil sampling for waste <br /> characterization. <br /> • Procure and deliver up to two cubic yards of soil backfill material to fill in and <br /> restore the excavated area to grade. ECM will compact the backfill soil by wheel <br /> rolling with the backhoe and has not included costs for compaction testing. <br /> • Prepare a brief report for CA ARNG summarizing the clean-up activities, to serve <br /> as a record of the fuel spill clean-up. ECM has included time for 1 round of <br /> comments from the CA ARNG. <br /> • ECM will produce and distribute copies of the draft report electronically. <br /> • ECM will produce and distribute 2 hard copies of the final report. <br /> Option 1 — Soil Disposal Sampling <br /> At the discretion of the CA ARNG, ECM will obtain 4 samples from the 9 existing onsite <br /> drums and the additional drums and send them to a California-certified laboratory for <br /> the analyses to support waste characterization. ECM has priced these analyses for a 5 <br /> day turnaround: <br /> • TPH-Jet (EPA 8015), <br /> • Cam 17 Metals, and <br /> • SVOC (EPA 8270). <br /> Option 2 —Additional Field Day <br /> At the discretion of the CA ARNG, ECM has included costs for an additional field day <br /> should CA ARNG determine the need for soil confirmation sampling from the bottom of <br /> the excavation. This would allow for the excavation to remain open until confirmation <br /> sample results are received. ECM would then return to the site and backfill once or <br /> excavate additional soil and resample. This cost is inclusive of labor and equipment. <br /> The base scope already includes the back fill soil. <br /> Option 3 — Soil Excavation Sampling <br /> At the discretion of the CA ARNG, ECM will obtain one (1) bottom-of-excavation <br /> composite sample to confirm the vertical extent of the excavation and confirm that all <br /> contaminated soil has been removed. <br /> ECM will use the PID to field screen soils once excavation extents are identified with the <br /> inspector.
