0 0
ATTACHMENT 1:REVISED TECHNICAL PROPOSAL 27 May 2014
sealed. Staged drums will be labeled, as "Non-Hazardous Waste - Analysis
Pending" until sample results are received. Soil disposal characterization
sampling will be provided as detailed in the following bullet item.
• Obtain one composite soil sample from the drums and send it to a California-
certified laboratory for the analyses to support waste characterization. ECM has
priced these analyses for a 5 day turnaround:
o TPH-Jet (EPA 8015),
o Cam 17 Metals, and
o SVOC (EPA 8270).
Additional analyses may be required if total constituent concentrations exceed
the soluble threshold limit concentrations by tenfold or more. ECM's laboratory
will extract two samples using the WET method and analyze each for up to five
additional metals, as necessary.
• Procure and deliver up to two cubic yards of soil backfill material to fill in and
restore the excavated area to grade. ECM will compact the backfill soil by wheel
rolling with the backhoe and has not included costs for compaction testing.
• Delineate the open excavation with safety fence and/or drums while waiting for
excavation confirmation soil sample results.
• Obtain two (2) bottom-of-excavation soil samples to confirm the vertical extent of
the excavation and confirm that all contaminated soil has been removed.
ECM will use the PID to field screen soils once excavation extents are identified
with the inspector. Field screening will be performed by obtaining a small soil
sample from the excavation bottom and placing the sample in a plastic bag. The
sample will be given 10 minutes of wait time and then the PID will be inserted
into the bag to read the VOC concentration in the head space vapors. If field
screen results are above 100 parts per million by volume (ppmv), another 6" soil
will be excavated, and then samples will be collected and field screened. Once
PID field screening yields results below 100 ppmv, soil confirmation samples will
be collected from the bottom of the excavation. If field screening results do not
yield 100 ppmv after excavating an additional 6", work will be stopped and the
CA ARNG will be notified.
Samples will be sent to a CA certified laboratory for the following analysis on a
24hr turnaround time (TAT) for:
• TPH-Jet (EPA 8015) and
■ SVOCs (EPA 8270).
• ECM will standby for 1 day while the soil confirmation sampling from the bottom
of the excavation results are analyzed and reported. ECM will return to the site
for 1 day to backfill the excavation and restore the site to pre-excavation
conditions.
Page 2
