Tracy <br />Program: UST <br />SUMMARY OF VIOLATIONS <br />(CLASS I, CLASS II, or MINOR -Notice to Comply) <br />UST Inspection: Routine and Annual Monitoring System Certification <br />4. Financial responsibility documents have not been submitted to the EHD in a timely manner. Previous <br />financial responsibility was submitted 10/08/2009. Current financial responsibility submitted 12/09/2010, <br />two months late. Current financial responsibility documents are required to be submitted annually in a <br />timely manner. Ensure future financial responsibility documents: Certification of Financial Responsibility <br />and Letter from Chief Financial Officers are submitted in a timely manner. <br />2. Secondary containment testing was last performed on 08/10/2007 and was due by August 2010. <br />Testing has not been completed and is four months past due. Partial secondary containment testing was <br />done on 12/06/2010 under SR0060720: UDC 1-8, STP 87 & 91, piping 87 & 91- all passed. Tank <br />annular 87 & 91 not performed yet. Secondary containment testing is required once every 36 months. <br />Immediately schedule this test and provide 48 hours notification to the EHD. Take all necessary <br />precautions to ensure testing is performed in a timely manner. Test results must be submitted to EHD <br />within 30 days of testing. <br />- Per owner, tank annulars will be tested today. <br />24, 25, & 26. Annual monitoring system certification, leak detector testing, and spill container testing <br />were last performed on 10/08/2009 and was completed today on 12/17/2010, two months past due. <br />These tests are required once every 12 months. Take all necessary precautions to ensure testing is <br />performed in a timely manner. <br />31. The UST system at this facility has been identified by the State Water Resources Control Board to <br />be located within 1000 feet of a public drinking water well and must test the UST system once using an <br />enhanced leak detection test. A ELD testing notice dated 03/01/2010 was sent to the facility. This <br />testing has not been completed. A Request for Reconsideration (RFR) Form dated 08/31/10 was <br />submitted to SWRCB but no response has been received. Immediately contact SWRCB if request was <br />granted or schedule this test and provide 48 hours notification to the EHD.
