Disposal <br />records on site indicate that used oil was last picked up on June 19, 2015. All hazardous waste containers shall be <br />marked with the following information: <br />- the words "Hazardous Waste" <br />- name and address of generator <br />- hazardous properties (ignitable, corrosive, reactive, toxic) <br />- physical state (liquid, solid) <br />- composition (contents) <br />- accumulation start date <br />Immediately label these containers and ensure that all hazardous waste containers are marked with all the required <br />information. <br />This is a minor violation. <br />608 <br />CCR 66266.130 Failed to properly manage used oil and fuel filters. <br />A 55 gallon drum of used oil filters was observed in the storage area behind the shop with no lid and overflowing with <br />filters. The label did not have an accumulation start date. Used oil filters shall be drained of free-flowing oil, stored in <br />a closed, rainproof container, labeled as "drained used oil filters." and marked with an accumulation start date. <br />Immediately close and label this container and ensure that all used oil filters are managed in this way. <br />According to Mr. Huynit, used oil filters have not been disposed of since the facility opened on June 30, 2014. <br />Facilities that generate up to one ton of used oil filters per year may store the filters up to one year. Facilities that <br />generate one ton or more of used oil filters may store the filters for up to 180 days. Immediately recycle these filters <br />under a bill of lading and submit a copy of the bill of lading to the EHD. <br />This is a minor violation. <br />Overall Inspection Comments: <br />Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br />documenting the corrective actions that have been or will be taken for each violation, and any supporting <br />paperwork, by December 25, 2015. <br />This facility opened on June 30, 2014. Disposal records were for used oil were dated 8/25/14, 3/4/15, and <br />6/19/15. According to Mr. Luan Huynit, all absorbent on site is still reusable. Mr. Huynit stated that he currently <br />does not have employees and that the other two men on site work for a car cleaning business on the property. <br />Please be aware as of January 1, 2013, all businesses are required to submit all hazardous materials information <br />online to the California Environmental Reporting System (CERS) at http://cers.calepa.ca.gov.
