MONITORING AND REPORTING PROGRAM -4- <br /> NEWARK GROUP INDUSTRIES, INC. <br /> NEWARK SIERRA PAPERBOARD CORPORATION <br /> SAN JOAQUIN COUNTY <br /> STORM WATER MONITORING <br /> A monitoring program shall be developed and implemented, to meet the following objectives: <br /> a. Ensure that storm water discharges are in compliance with Discharge Prohibition A.3 and <br /> Provision E.4. of Order No.******. <br /> ***** <br /> b. Ensure practices at the facility to control pollutants in storm water discharges are evaluated and <br /> revised to meet changing conditions. <br /> c. Aid in the implementation of the Storm Water Pollution Prevention Plan. <br /> d. Measure the effectiveness of best management practices (BMPs) in removing pollutants in storm <br /> water discharges. <br /> The Discharger shall, at a minimum: <br /> 1. Conduct an annual inspection of the facility site to identify areas contributing to a storm water <br /> discharge associated with industrial activity and to evaluate whether measures to reduce pollutant <br /> loadings identified in the SWPPP are adequate and properly implemented or whether additional <br /> controls are needed. A record of the annual inspection must include the date, the individual(s) <br /> who performed the inspection, and the observations. <br /> 2. Certify, based on the annual site inspection, that the facility is in compliance with the <br /> requirements of Order No.****** and the SWPPP. Any non-compliance shall be reported in <br /> accordance with Standard Provisions. <br /> 3. No less than twice during the dry season (May through September), observe and/or test for the <br /> presence of non-storm water discharges at all storm water discharge locations. At a minimum, a <br /> visual inspection shall be conducted to determine the presence of stains, odors or other abnormal <br /> conditions. <br /> 4. Conduct wet season (October through April) observations of all storm water locations during the <br /> first hour of one storm event per month that produces significant storm water discharge <br /> (continuous discharge of storm water for one hour or more) to observe the presence of floating <br /> and suspended materials, oil and grease, discolorations, turbidity, or odor, etc. <br /> 5. Unless exempted, collect and analyze grab samples of storm water discharge from at least two <br /> storm events during the wet season which produce significant storm water discharge that is <br /> preceded by at least three working days of dry weather. The sample(s) should be taken during <br /> the first thirty minutes of the discharge. Samples must be representative of the quality and <br /> quantity of storm water discharged. The samples should be analyzed for pH, total suspended <br />
