MONITORING AND REPORTING PROGRAM -5- <br /> NEWARK GROUP INDUSTRIES, INC. <br /> NEWARK SIERRA PAPERBOARD CORPORATION <br /> SAN JOAQUIN COUNTY <br /> solids, specific conductance, total organic carbon (TOC) (oil and grease may be substituted for <br /> TOC), and any toxic chemicals or other pollutants which are likely to be present in storm water <br /> discharge in significant quantities. <br /> The Discharger may be exempted from requirement 5, above, if self-certification is made that <br /> areas of industrial activity are not exposed to storm water, including manufacturing, processing, <br /> and material handling areas and areas where material handling equipment, raw materials, <br /> intermediate products, final products, waste materials, byproducts, and industrial machinery are <br /> stored. Exposure includes both direct contact with storm water and the possible release of <br /> industrial pollutants into storm water. In order to show this, the following minimum conditions <br /> must be met: <br /> a. All illicit connections to the storm drainage system are eliminated; <br /> b. All materials must be completely contained at all times; <br /> C. All unhoused equipment associated with industrial activity is not exposed to storm water; <br /> and <br /> d. All emissions from stacks or air exhaust systems and emission of dust or particulates do not <br /> contribute significant quantities of pollutants to storm water. <br /> Sampling Exemption Self Certifications must be submitted to the Regional Board by I August <br /> for each year. <br /> 6. Provide documentation, if unable to collect any of the required samples or perform visual <br /> observations due to adverse climatic conditions, or if significant storm water discharges <br /> commence later than two hours following scheduled facility operating hours. <br /> 7. Submit an annual report by 1 August of each year to the Regional Board. The report shall <br /> include a summary of visual observations and sampling results, the certification required in 2, <br /> above, and any documentation required in 6, above. <br /> REPORTING <br /> Monitoring results shall be submitted to the Regional Board by the 20th day of the month following <br /> sample collection.ln reporting the monitoring data, the Discharger shall arrange the data in tabular <br /> form so that the date, the constituents, and the concentrations are readily discernible. The data shall <br /> be summarized in such a manner to illustrate clearly whether the discharge complies with waste <br /> discharge requirements. <br />
