INFORMATION SHEET <br /> NEWARK GROUP INDUSTRIES, INC. <br /> NEWARK SIERRA PAPERBOARD CORPORATION <br /> SAN JOAQUIN COUNTY <br /> This Order renews a NPDES permit which was issued to Gold Bond Building Products. Newark Sierra <br /> Paperboard bought the facility in 1989, and took over operations. They produce paperboard from recycled <br /> fibers. The facility is located west of I-5 in Stockton. No changes are proposed for the discharge. <br /> The permit allows non-contact cooling water to be discharged to McDougald Slough, which is tributary to <br /> Mormon Slough and the San Joaquin River in the vicinity of the Deep Water Channel. McDougald <br /> Slough is no more than a culvert for a considerable portion of its length, and would probably be dry for <br /> extended periods if not for the Newark Sierra discharge. <br /> Effluent limitations established for the facility apply at the point of discharge to McDougald Slough, <br /> except for temperature limitations, which apply at the point of discharge to Mormon Slough and at the <br /> Deep Water Channel. Effluent limitations for COD, chlorine residual, and settleable solids remain <br /> unchanged from the previous permit. <br /> By Resolution No. 74-563, the facility was granted an exception to Provisions 5.A.(I)c. and 5.A.(2) of the <br /> Thermal Plan. The exceptions allow the maximum temperature of the discharge to be 96°F instead of <br /> 86°F, and removes the requirement that "No discharge shall cause a surface water temperature rise greater <br /> than 4°F above the natural temperature of the receiving waters at any time or place." These exceptions <br /> also remain from the previous permit. Provision 5.A.(1)b. of the Thermal Plan is applied at the point <br /> where Mormon Slough discharges into the Deep Water Channel, as has been done in the past. <br /> Chronic toxicity monitoring has been included in this Order to determine whether the effluent is <br /> contributing toxicity to Mormon Slough. <br /> Storm water requirements have been included in this Order. A SWPPP and storm water monitoring <br /> program are required to be developed and implemented. <br /> PHL:4/7/94 <br />
