ATTACHMENT C
Storm Water Pollution Prevention Plan
I. A Storm Water Pollution Prevention Plan (SWPPP) shall be developed and implemented by the
Discharger. The SWPPP shall be designed to comply with BAT/BCT and be certified in accordance
with the signatory requirements of Standard Provision D.6. The SWPPP shall be retained on-site and
made available upon request of a representative of the Regional Water Quality Control Board and/or
local storm water management agency (local agency) which receives the storm water discharge.
2. The Regional Water Quality Control Board and/or local agency may notify the Discharger when the
SWPPP does not meet one or more of the minimum requirements of this section. Within 30 days of
notice, the Discharger shall submit a time schedule that meets the minimum requirements to this
section to the Regional Board and/or local agency that requested the changes. After making the
required changes, the Discharger shall provide written certification that the changes have been made.
3. The Discharger shall amend the SWPPP whenever there is a change in construction, operation, or
maintenance which may effect the discharge of significant quantities of pollutants to surface water,
ground water, or the local agency's storm drain system. The SWPPP should also be amended if it is
in violation of conditions of the permit, or has not achieved the general objectives of controlling
pollutants in the discharges.
4. The SWPPP shall provide a description of potential sources which may be expected to add significant
quantities of pollutants to storm water discharges, or which may result in non-storm water discharges
from the facilities. The SWPPP shall include, at a minimum, the following items:
a. A map extending approximately one-quarter mile beyond the property boundaries of the facility
showing: the facility, general topography, surface-water bodies (including known springs and
wells), and the discharge point(s) where the facility's storm water discharges to a municipal
storm drain system or other water body. The requirements of this paragraph may be included in
the site map required under the following paragraph if appropriate.
b. A site map showing:
i. The storm water conveyance and discharge structures.;
ii. An outline of the storm water drainage ares for each storm water discharge point;
iii. Paved areas and buildings;
iv. Areas of pollutant contact, actual or potential;
v. Location of existing storm water structural control measures (i.e., berms, coverings, etc.);
vi. Surface water locations;
vii. Areas of existing and potential soil erosion; and
viii. Vehicle service areas.
C. A narrative description of the following:
