WASTE DISCHARGE REQUIREMENTS -2- <br /> GOLD BOND BUILDING PRODUCTS, INC. <br /> NATIONAL GYPSUM COMPANY <br /> SAN JOAQUIN COUNTY <br /> 7. The Board, on 25 July 1975, adopted a Water Quality Control Plan for the <br /> Sacramento-San Joaquin Delta Basin which contains water quality objectives. <br /> These requirements are consistent with that Plan. <br /> 8. The beneficial uses of Mormon Slough and the San Joaquin River are muni- <br /> cipal , industrial , and agricultural supply; recreation; esthetic enjoyment, <br /> navigation; and preservation and enhancement of fish, wildlife and other <br /> aquatic resources. The beneficial uses of McDougald Slough are municipal , <br /> industrial and agricultural supply. <br /> 9. Effluent limitation, and toxic and pretreatment effluent standards, <br /> established pursuant to Sections 208( b) , 301 , 302, 304, and 307 of the <br /> Clean Water Act and amendments thereto are applicable to the discharge. <br /> 10. The action to adopt an NPDES permit is exempt from the provisions of the <br /> California Environmental Quality Act (Public Resources Code Section 21000, <br /> et seq. ) , in accordance with Section 13389 of the California Water Code. <br /> 11. The Board has notified the Discharger and interested persons of its intent <br /> to prescribe waste discharge requirements for this discharge and has <br /> provided them with an opportunity for a public hearing and an opportunity <br /> to submit their written views and recommendations. <br /> 12. The Board, in a public meeting, heard and considered all comments per- <br /> taining to this discharge. <br /> 13. This order shall serve as an NPDES permit pursuant to Section 402 of the <br /> Clean Water Act, or amendments thereto, and shall take effect ten days from <br /> the date of hearing, provided EPA has no objections. <br /> IT IS HEREBY ORDERED that Gold Bond Building Products, Inc. , in order to meet <br /> the provisions contained in Division 7 of the California Water Code and regula- <br /> tions adopted thereunder and the provisions of the Clean Water Act and regula- <br /> tions and guidelines adopted thereunder, shall comply with the following: <br /> A. Prohibitions: <br /> 1. The discharge of wastes other than noncontact process cooling waters <br /> to surface waters or surface water drainage courses is prohibited. <br /> B. Effluent Limitations-Prior to Discharge to McDougald Slough: <br /> 1. The discharge shall consist only of cooling water. <br /> 2. The chlorine residual shall not exceed 0.1 mg/l . <br /> 3. The chemical oxygen demand shall not exceed 20 mg/1 . <br />
