In addition to the deficiencies <br /> outlined in our 26 November 1986 memorandum we discussed the disposition of Gold Bond's eleven <br /> underground tanks. Specifically we requested that Gold Bond prepare a plan: <br /> • to bring their product tanks into compliance with existing underground tank laws and <br /> regulations, <br /> • to properly remove and close the two waste solvent tanks at Dopaco Printing. <br /> • Due to the shallow ground water,approximately 20 feet,and the obvious spillages surrounding <br /> the wast solvent tanks, we stated the closure plan must include actions to assess potential <br /> soil and ground water pollution in this area. <br /> Gold Bond's technical report, received on 3 March 1986, stated they would be removing all <br /> product and waste tanks and their contractor, to be hired, would be responsible for procuring the <br /> necessary closure permits. Subsequently American Environmental (AE) was awarded a contract to <br /> remove the tanks. AE's closure plan was received by the County on 7 May 1986 and by our office on <br /> 13 May 1986, Essentially, AE has submitted a generic tank removal plan which does not address <br /> any ground water investigation and superficially addresses the soil sampling program. Neither Gold <br /> Bond nor American Environmental have committed to fully investigate the potential soil and ground <br /> water problems on site. Both State and County officials concurred that a commitment to investigate <br /> the potential problems and a detailed work plan were needed before proceeding. The following items <br /> are to be addressed in a revised report: <br />
