Gold Bond Building Products -3- 20 November 1985
Complaint
Lori Cotulla, Local Health Department, initially responded to a complaint of red
dye entering McDougald Slough. Her inspection noted dye entering the slough
from a storm drain outfall adjacent to the Church Street culvert. Approximately
2. 5 feet of dye was floating atop three feet of water in a nearby storm drain
equalization tank (10 x 12 x 15 feet) . Apparently road construction had
partially blocked the outfall causing the drain to backup. Fifteen hundred
Jallons of liquid was pumped from the sump by the City of Stockton and delivered
to the local treatment plant. Lori Cotulla reported that the Department of Fish
and Game had obtained samples of the dye.
The source of the spill has been identified as Dopaco printing. Apparently, the
,janitor poured red ink into the loading dock sump which discharges to McDougald
Slough via the storm drain system. Employees further stated that press con-
densate water is dumped into the sump.
Storm Drain System
During the inspection it became apparent that numerous fugitive storm drain
connections may exist within the facilities. These connections may pose a
threat to the beneficial uses of McDougald and should be eliminated.
Underground Tanks
Numerous problems concerning underground tanks were noted during the inspection.
Since counties have been given authority in enforcing the underground tank
program, local health officials assisted by Gordon Boggs of our office will
address this matter. The following tanks have been reportedly registered with
the state:
Date
Tank # Size (gal ) Type Contents Status Installed
Gold Bond
1. 210,00 Tar coated Bunker Oil #6 Active 1920's
concrete
2. 7,040 Tar coated Bunker Oil #6 Active --
concrete
3. 7,040 Tar coated Bunker Oil #6 Active --
concrete
