Gold Bond Building Products -3- 20 November 1985 <br /> Complaint <br /> Lori Cotulla, Local Health Department, initially responded to a complaint of red <br /> dye entering McDougald Slough. Her inspection noted dye entering the slough <br /> from a storm drain outfall adjacent to the Church Street culvert. Approximately <br /> 2. 5 feet of dye was floating atop three feet of water in a nearby storm drain <br /> equalization tank (10 x 12 x 15 feet) . Apparently road construction had <br /> partially blocked the outfall causing the drain to backup. Fifteen hundred <br /> Jallons of liquid was pumped from the sump by the City of Stockton and delivered <br /> to the local treatment plant. Lori Cotulla reported that the Department of Fish <br /> and Game had obtained samples of the dye. <br /> The source of the spill has been identified as Dopaco printing. Apparently, the <br /> ,janitor poured red ink into the loading dock sump which discharges to McDougald <br /> Slough via the storm drain system. Employees further stated that press con- <br /> densate water is dumped into the sump. <br /> Storm Drain System <br /> During the inspection it became apparent that numerous fugitive storm drain <br /> connections may exist within the facilities. These connections may pose a <br /> threat to the beneficial uses of McDougald and should be eliminated. <br /> Underground Tanks <br /> Numerous problems concerning underground tanks were noted during the inspection. <br /> Since counties have been given authority in enforcing the underground tank <br /> program, local health officials assisted by Gordon Boggs of our office will <br /> address this matter.
