that the sump discharge be directed either to the sanitary sewer <br /> or to an acceptable alternative . <br /> Discussion <br /> • Dopaco has taken three steps to comply with the mandate of the <br /> Regional Board. First, Dopaco has replaced the disfunctioning <br /> steam traps which were the direct cause of the condensate <br /> discharge to the loading dock sump. Second , Dopaco has <br /> instructed its employees to cease any manual dumping of materials <br /> • to exterior drain inlets. These two steps should preclude the <br /> entry of anything but storm drainage to the loading dock sump. <br /> Third, Dopaco has temporarily repiped the loading dock sump <br /> discharge to the ground adjacent to the loading dock to comply <br /> with the Regional Board directive. <br /> • Two alternative permanent solutions to the identified problem <br /> have been examined. These alternatives are: <br /> ( 1 ) Pipe the discharge from the loading dock sump <br /> directly to the onsite sanitary sewer. A major <br /> drawback to this alternative is that the discharge <br /> • of storm drainage to the City of Stockton sewer• <br /> system is prohibited by the City 's sewer use <br /> ordinance. The loading dock sump receives drainage <br /> from a ground surface area of approximately 2800 <br /> square feet and a roof area of approximately 10,000 <br /> square feet. The calculated runoff from this area <br /> • during a 10 year rainfall ( 1 .0 inch per hour <br /> intensity) is 0.20 mgd, a significant amount of <br /> storm flow. Discussions with City of Stockton <br /> staff have confirmed that the connection of the <br /> sump drainage to the sewer would not be acceptable. <br /> • ( 2) Reconnect the discharge from the loading dock sump <br /> directly to the storm drain and install a local <br /> disconnect switch for the sump pump. In the event <br /> of a spill in the loading dock, the sump pump could <br /> be immediately shut down until the spill is <br /> properly cleaned up. This alternative would involve <br /> • training of employees regarding proper procedures <br /> in the event of a spill. This alternative would <br /> also include posting signs to prohibit material <br /> dumping in this area and specific instructions to <br /> staff regarding this prohibition. <br /> • Recommended Action <br /> It is recommended that Alternative 2 be implemented. This recom- <br /> mendation is based on the facts that ( 1 ) the original press <br /> condensate discharge problem has been remedied, ( 2) spills in the <br /> loading dock have not been a problem in the past and are viewed <br /> • to have a low probability of occurence, and (3) it is possible to <br /> contain spills which may occur through control of the sump pump. <br /> 10 <br /> • <br />
