DRUM STORAGE (DOPACO) <br /> in <br /> ��•stem Description <br /> • Dopaco presently stores 55 gallon drums of ink and solvents <br /> the paved exterior area to the west of the Dopaco plant <br /> Fibure 2). Drainage from the drum area presently goes to a yard <br /> drain which discharges to the storm drain in West Church Street. <br /> Identified Concern <br /> • Regional Board staff has indicated that the present drum storage <br /> arrangement at Dopaco is unacceptable. Regional Board staff has <br /> stated that the necessary improvements to an exterior storage <br /> area must include an impermeable base, containment berm, and <br /> other features as required under Title 22 for hazardous material <br /> • container storage areas. Regional Board and Department of Health <br /> Services staff has stated that if the drum storage area remains <br /> uncovered, monitoring will be required to demonstrate that <br /> collected rainfall is free of contaminants prior to release to <br /> the storm drain system. <br /> • Discussion <br /> Two alternatives ' exist to bring the drum storage area into <br /> compliance with the requirements as stated by the Regional Board <br /> staff : ( 1 ) upgrading the exterior storage area to meet Regional <br /> Board requirements and ( 2) relocating the drum storage to an <br /> • interior location in the Gold Bond plant. <br /> To upgrade the existing exterior storage area to meet the <br /> requirements referenced by Regional Board staff, the area must be <br /> bermed and sloped for capture of any drum spillage.eent movement <br /> must be impervious and free of cracks or gaps to p <br /> • of spilled materials to the underlying soil. Incompatible <br /> materials must be stored in different areas, separated by berms <br /> or walls. If the area is uncovered, it must be designed for <br /> containment of the 25 year, 24 hour rainfall plus 10 per cent of <br /> the total drum storage volume. Assuming a 65' by 100' uncovered <br /> storage area holding 200 - 55 gallon barrels , the required <br /> • containment volume for a 25 year rainfall of 3.0 inches per day <br /> is 13,260 gallons (1775 cubic feet). This equates to an average <br /> depth of 3.3 inches over the 6500 square foot area. Construction <br /> will require grading, perimeter berms or curbs, paving, sump and <br /> piping to the onsite storm drain system. Pavement removal would <br /> be required if the present drum storage area is to be used. A <br /> • rough cost estimate for the construction of an upgraded exterior, <br /> uncovered drum storage area meeting the above requirements is <br /> $25,000 to $30,000. <br /> Relocation of the drum storage area to an interior location in <br /> • the Gold Bond plant would remedy the concerns of the Regional <br /> Board regarding runoff from an exterior storage area but may <br /> create new problems regarding fire safety requirements for <br /> enclosed areas. Dopaco has developed an estimate of $12,000 for <br /> 11 <br /> • <br />
