Discuss the potential for cooling water additives to act as a pre- <br /> cursor and form chlorinated compounds during the chlorination pro- <br /> cess. <br /> C. Investigate the use of chlorinated solvents within the plant and the <br /> potential for cross contamination. <br /> D. Sample and perform EPA 601 analyses monthly for the "hot side" <br /> reservoir. Results should be submitted to the Board by the 15th day <br /> of the following month. <br /> 3. Discharge of oil heating condensate to McDougald Slough is in violation of <br /> • Gold Bond' s NPDES permit. Discharge of said condensate should be halted <br /> immediately. Gold Bond should discuss future disposal practices of this <br /> waste. <br /> 4. Discharge of press condensate to McDougald Slough is a chronic problem. <br /> • Discharge of such material constitutes a threat to the beneficial uses of <br /> McDougald and Mormon Slough. The sump should be repl4d to the waste <br /> solvent tanks or the city's sewer system, with their approval . <br /> 5. Current drum storage at Dopaco constitutes a threat to water quality and <br /> the beneficial uses of McDougald and Mormon Slough. Acceptable drum <br /> • storage areas should have an impermeable base, spill containment and <br /> collection systems and be covered from the elements. <br /> 6. Provide a schematic diagram of the storm drain system including all known <br /> connections within the facility. Because fugitive connections pose a <br /> threat to the beneficial use of McDougald and Mormon Slough, Gold Bond <br /> • should contact the Public Works Department and arrange a "smoke test" of _ <br /> the system. Regional Board staff must be notified prior to testing. <br /> Fugitive connections must be sealed. <br /> 7. Gold Bond should take steps to prevent the discharge of waste and pulped <br /> paper to McDougald Slough. <br /> ` 8. Characterize solid residues: <br /> Analyses must include EPA 625 and heavy metals using the California WET <br /> test methodology.
