' • • <br />Additionally, the secondary containment tanks are located within the paved, roofed Drain Building, <br />which is comprised of 2 walls and is open to the west and east sides. The Drain Building floor is <br />constructed of concrete and the west and east entrances are each bordered with a drainage Swale. <br />The concrete floor is relatively flat and provides secondary containment for the piping that extends <br />from the drain racks to the secondary containment for the tanks. Minor drips and spills that occur <br />during removal of the fluids from the vehicles are controlled with absorbent that is drummed and <br />disposed after use. <br />The dimensions of the two above ground secondary containment tanks are approximately 13 ft long <br />by 8 ft wide by 2.3 feet high. The containment tanks are molded with sidewall indentations to <br />provide structural strength (See Drawing 15101000 in Appendix C). The northern secondary <br />containment holds tanks 01, 02, Al, and A2; the southern secondary containment holds tanks 03, <br />04, A3, and A4. <br />Calculations of the secondary containment capacity are provided in Appendix B. The capacity was <br />calculated by determining the interior volume of each secondary containment tank and ensuring <br />that this volume was greater than the volume of the largest tank in the compartment plus the <br />maximum volume of the associated piping. In addition, the volume of the other tanks within the <br />associated containment was subtracted from the containment capacity to account forthe displaced <br />volume it represents. Each containment tank was found to have excess capacity (see Appendix B). <br />The interior of the containments was relatively clear of trash and debris. The bottom of the <br />containments did not show evidence of damage or leaks. <br />2.3 Piping <br />Waste antifreeze and waste oil from salvaged vehicles is gravity drained into their associated tanks <br />located in the aboveground secondary containments, as previously described. Details of waste tank <br />piping are provided in Table 2. Because of the nature of the operation, the drain racks are <br />configured with drain pans attached to articulated arms for positioning as needed to receive used oil <br />and waste antifreeze as it is drained from the vehicles. This necessitates the use of flexible piping <br />at the joints of the articulated arms. The remaining piping on the arms is steel. The drain rack <br />piping directs the fluids to polyvinyl chloride (PVC) header piping that extends from the drain racks <br />to the storage tanks within the secondary containments.
