Clark Dr., Stockton <br />Program: HW <br />SUMMARY OF VIOLATIONS <br />CLASS I, CLASS II, or MINOR -Notice to Comply) <br />122, 123, & 124. (continued) <br />Immediately locate a copy of the missing manifests or prepare and submit an exception report to DTSC. <br />By October 26, 2012, submit to the EHD a copy of the signed off copy of the manifests or a copy of the <br />exception report submitted to DTSC. <br />REPEAT VIOLATION <br />134. A tank assessment was not available on site for the used oil tanks and used antifreeze tanks. A <br />hazardous waste generator shall obtain and keep on site a written assessment for each hazardous <br />waste tank at the facility. This assessment shall be reviewed and certified by an independent, qualified, <br />professional engineer, registered in California, and shall attest to the tank system's integrity. The <br />assessment shall determine that the tank system is adequately designed and has sufficient structural <br />strength and compatibility with the waste stored, and shall be written in accordance with Title 22 <br />regulations. Immediately obtain written tank assessments for the hazardous waste tanks at this facility <br />in accordance with Title 22 regulations and maintain a copy on site at the facility. <br />REPEAT VIOLATION <br />301. The shop is surrounded by eight drains which lead directly to the facility's unlined storm waste <br />retention pond. Four of the drains were observed with covers; the other four were uncovered. Staining <br />was observed around the drains. Liquid was observed around one of the drains. Facilities shall be <br />maintained and operated to minimize the possibility of a fire, explosion, or release of hazardous waste to <br />air, soil, or surface water which could threaten human health or the environment. Immediately take all <br />necessary steps to prevent further leakage and drainage of hazardous wastes into the shop drains. <br />REPEAT VIOLATION <br />401. Mixed household waste chemicals are all being placed in containers together with no separation for <br />incompatible chemicals. The owner or operator shall take precautions to prevent accidental ignition or <br />reaction, including mixing and commingling, of incompatible wastes and materials. The owner or <br />operator shall document this compliance. Immediately take all necessary precautions to ensure <br />incompatible wastes are not mixed. <br />404. Two cardboard boxes of mixed household waste chemicals and a black plastic tote of used oil were <br />observed open in the shop. A black plastic tote of mixed household waste chemicals was observed <br />open against the outside north wall of the shop. All hazardous waste containers shall be closed at all <br />times except when adding or removing waste. Immediately close these containers and ensure all <br />hazardous waste containers are closed when not adding or removing waste.
