Clark Dr., Stockton <br />Program: HW <br />SUMMARY OF VIOLATIONS <br />CLASS I, CLASS II, or MINOR -Notice to Comply) <br />407. A plastic tote was observed in the shop with the word empty, but no date it was emptied. Aerosol <br />cans and household waste chemicals were observed in an open, unlabeled container for pressurized <br />cylinders. Containers larger than five gallons that previously held a hazardous material shall be marked <br />as empty with the date they were emptied and managed within one year of being emptied. Immediately <br />mark and manage all empty containers per this section. <br />REPEAT VIOLATION <br />503. According to the logs on site, daily inspections are not being conducted every operating day. The <br />owner or operator shall inspect, at least once each operating day, all of the following: <br />(1) overfill/spill control equipment (e.g., waste -feed cutoff systems, bypass systems, and drainage <br />systems) to ensure that it is in good working order <br />(2) aboveground portions of the tank system to detect corrosion of releases of waste <br />(3) data gathered from monitoring and leak -detection equipment (e.g., pressure & temperature <br />gauges, monitoring wells) to ensure the tank system is being operated according to its design <br />(4) the construction materials and the area immediately surrounding the tank system, including <br />secondary containment structures (e.g., dikes), to detect erosion or signs of releases of <br />hazardous waste (e.g., wet spots, dead vegetation) <br />Immediately begin conducting the necessary daily inspections for all hazardous waste tanks at this <br />facility. Submit a copy of the current inspection logs to the EHD by October 26, 2012. <br />REPEAT VIOLATION <br />601. Two 55 gallon blue steel drums of used oil with sodium silicate were observed with accumulation <br />start dates of March 2, 2012. Facilities who generate 1000 kg or more of hazardous waste per month <br />and or exceed 6000 kg of waste stored on site at any time may not store waste on site for longer than 90 <br />days. Immediately contact a licensed hazardous waste hauler to dispose of this waste under manifest <br />and submit a copy of the manifest to the EHD by October 26, 2012. <br />REPEAT VIOLATION <br />605. A black plastic tote of mixed household waste chemicals was observed outside the shop without a <br />label. Aerosol cans and household waste chemicals were observed in an open, unlabeled container for <br />pressurized cylinders. The fallowing were observed in the shop: <br />- A 55 gallon blue steel drum of used oil with sodium silicate with no hazardous property <br />- A 55 gallon black steel drum of used oil with an illegible label <br />- A black plastic used oil tote with an incorrectly marked accumulation start date of June 28, 2011; <br />according to the shop employees, this waste was recently pumped <br />ALL EHD STAFF TIME ASSOCIATED WITH FAILING TO COMPLY BY THE ABOVE NOTED DATES WILL BE BILLED AT THE CURRENT HOURLY RATE. <br />THIS FACILITY IS SUBJECT TO REINSPECTION AT ANY TIME AT EHD'S CURRENT HOURLY RATE. <br />EHID Inspector: <br />Received By: <br />Title: <br />Stacy Rivera (209) 468-3440 <br />EHD 23-02-003 Rev 04/19112 CONTINUATION FORM <br />
