Clark Dr., Stockton Program: HW <br /> SUMMARY OF VIOLATIONS <br /> CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> ROUTINE HAZARDOUS WASTE GENERATOR INSPECTION <br /> **Inspection conducted on August 18, 2011. Report completed on August 24, 2011. Checklist left on <br /> site at time of inspection. <br /> Class II violations: (7, 11, 20, 22, 30, 32, 35, 45, 49, 59, 60, 61, 62, 67, 78) <br /> 7. Containers of household wastes, such as washer fluid, oil, antifreeze, pesticides, and window cleaner, <br /> were observed in a container outside the shop, at the north east corner, without labeling. According to <br /> Mr. Estevez, these are wastes found inside the vehicles. No manifests were available on site for <br /> disposal of these wastes. A container of similar household wastes, along with cans and tubs of paint, <br /> was observed incorrectly labeled as universal waste. A 5 gallon bucket of unknown liquid was observed <br /> next to the gasoline tanks. Any person who generates a waste shall determine if the waste is a <br /> hazardous waste. Immediately make a hazardous waste determination for these wastes, and manage <br /> them according to Title 22 hazardous waste regulations. Submit a statement and supporting <br /> documentation explaining how these wastes were managed by September 24, 2011. <br /> 11. The vehicles parked throughout the facility were observed with staining on the ground underneath. <br /> Some were observed with dripping fluids. Absorbent mats were not placed under all of the vehicles. <br /> The mats that were under the vehicles were not always positioned to capture all of the leaking fluids. <br /> Mats were observed fully saturated. According to Mr. Estevez, the staining and leaks are addressed <br /> after the vehicles are moved, every two to three months. The shop was observed surrounded by six <br /> drains which, according to Mr. Estevez, lead directly to the facilitys unlined storm water retention pond. <br /> Dark staining was observed around two of the drains. One drain was covered in a red mat; oily liquid <br /> was observed on and under the mat. The air compressor next to the shop was observed leaking, with <br /> fluid staining leading to one of these storm drains. Staining was observed on the ground leading directly <br /> to one of the drains, under a truck bed containing tires; no liquid was observed in the truck bed. Used <br /> absorbent was observed spread on the ground inside and outside the shop area, without being cleaned <br /> up. Green fluid was observed leaking onto the ground from a vehicle parked outside the shop. One of <br /> the crushers in storage was observed with oil dripping from two places and leaking onto the ground. <br /> Liquid was observed leaking onto the ground from equipment being stored near the active auto crusher. <br /> Facilities shall be maintained and operated to minimize the possibility of a fire, explosion, or release of <br /> hazardous waste to air, soil, or surface water which could threaten human health or the environment. <br /> Immediately clean the all areas which have been stained or impacted with hazardous waste, remove all <br /> ALL EHD STAFF TIME ASSOCIATED WITH FAILING TO COMPLY BY THE ABOVE NOTED DATES WILL BE BILLED AT THE CURRENT HOURLY RATE. <br /> THIS FACILITY IS SUBJECT TO REINSPECTION AT ANY TIME AT EHIYS CURRENT HOURLY RATE. <br /> EHD Inspector: Received By: Title: <br /> EHD 23-02-0 3 R 7112/11 C TINUATION FORM <br />
